Six government bodies, including the Ministry of Commerce, have issued guidance aimed at improving services for the real economy and advancing the high-quality development of e-commerce. The document emphasizes strengthening innovation to help achieve a higher-level dynamic balance between supply and demand. It calls for accelerating technological innovation and application, supporting leading e-commerce companies in increasing R&D investment, tackling core technological challenges in key areas, and building an innovation ecosystem that promotes industry-research collaboration and academic-to-practical transformation. The guidance promotes the development of "AI + e-commerce," encouraging e-commerce enterprises to enhance R&D and application of technologies such as large-scale artificial intelligence models to optimize consumer experience, reduce operating costs, and improve distribution efficiency. E-commerce firms are urged to adopt a technology-for-good approach, balancing stakeholder interests when optimizing algorithmic rules. Judicial protection for technological achievements in the e-commerce sector will be strengthened, with exploration of rules for evidence disclosure and elimination of evidentiary obstacles to appropriately alleviate the burden of proof on rights holders. Selection of exemplary cases for e-commerce technology innovation will be conducted to deepen the application of digital technologies.
