Yulin Regulator Imposes Four-Year Industry Ban on Bank of China Staffer Over Loan Oversight Failures

On September 4, in a financial market update, the Yulin Regulatory Branch of the National Financial Regulatory Administration released an administrative penalty disclosure. It stated that Liu Xiaoqi, an employee at the Yulin branch of Bank of China, has been prohibited from working in the banking sector for a period of four years.

The disciplinary action stems from findings that Liu failed to execute the "three checks" loan review process—covering pre-loan investigation, during-loan review, and post-loan monitoring—in strict accordance with regulatory requirements. The ban, effective immediately, was formally issued by the Yulin regulator.

According to the official penalty schedule, the responsible individual at the Yulin branch of Bank of China was cited for inadequate performance in the loan tri-check system. As a result, the regulatory body imposed a four-year industry ban on Liu Xiaoqi, underscoring the authority's commitment to enforcing compliance standards in credit operations.
