Eight Government Bodies Announce Plan to Promote Elderly-Friendly Smart Home Products and Services

The Ministry of Commerce, together with seven other government departments, has released an action plan aimed at boosting consumption in the smart home sector. This initiative is designed to fulfill the requirements of the 15th Five-Year Plan, which emphasizes enriching smart home scenarios and supporting the renovation and intelligent upgrade of older residential properties.

One of the primary strategies involves expanding the supply of high-quality smart home offerings. To achieve this, the plan encourages manufacturers to intensify research and development, while also supporting home furnishing malls and shopping centers in establishing experience centers and model rooms for whole-home intelligence. The initiative also seeks to cultivate large, reputable home renovation companies and platforms that offer personalized and diverse decoration packages, with a strong push toward customized and on-demand services.

An additional focus is the development of a comprehensive standard system for the industry. The authorities will refine evaluation criteria for smart home product intelligence levels and expedite the creation of mandatory national standards for device interoperability. A key technical goal involves having basic telecom enterprises enable IPv6 by default on home broadband equipment, thereby improving household network connectivity and laying the groundwork for fully integrated smart homes.

To directly stimulate consumer spending, the plan aligns with the 2026 consumer goods trade-in policy. Local governments are being given the flexibility to determine subsidy categories and amounts for smart home products, with coordinated support for the purchase of new whole-home intelligent systems.

A significant portion of the plan is dedicated to the development of elderly-friendly smart home solutions. This includes promoting products such as household service robots, health monitoring devices, and intelligent care systems. Companies are being guided to adopt design principles that cater to older adults, considering factors like product dimensions, ease of operation, dialect recognition, and safety performance, alongside the introduction of silver-hair product certifications.

The action plan also addresses the need for an efficient recycling service chain. Local authorities are instructed to plan for and support the establishment of recycling networks for used home furnishings, including providing land and space. Collaboration between home decor companies and recycling firms is encouraged to offer services like "deliver new + collect old" and "internet + recycling," as well as promoting mobile recycling models.

Furthermore, the plan aims to optimize community convenience services. By leveraging the construction of 15-minute community life circles, leading enterprises will be encouraged to set up comprehensive home renewal service stations in qualified neighborhoods. These stations will integrate services such as maintenance, storage, and trade-in programs, while also serving as spaces to experience whole-home intelligence.

Finally, the plan calls for increased financial support. Financial institutions are encouraged to develop a variety of consumer financial products tailored to home renovation and furnishing needs. The utilization of fiscal subsidy policies for personal consumption loans is emphasized to guide financial institutions toward increasing credit support for smart home purchases, ultimately making it easier for consumers to buy these products.
