Basic project information: Full name: Xinjiang Mingyu Jieyuan Chemical Co., Ltd. 15 million tons/year coal clean and efficient utilization integrated demonstration project. Location: Chahaquan area, Santanghu Town, Barkol Kazakh Autonomous County, Hami City, Xinjiang. Total investment: 5.2474 billion yuan. Construction entity: Xinjiang Mingyu Jieyuan Chemical Co., Ltd. Current status: Social stability risk analysis and environmental impact assessment public disclosure released on March 31, 2026. Construction period: Divided into two phases. Phase one: Pyrolysis and natural gas subsidiary plant. Phase two: Remaining project components.

Equity structure of Xinjiang Mingyu Jieyuan Chemical Co., Ltd.: Xinjiang Xintai Natural Gas Co., Ltd. (Xinranqi, 603393): 58% (controlling shareholder). Karamay City Construction Investment Development Co., Ltd.: 35%. Gongqingcheng Caiheng Investment Partnership (Limited Partnership): 7%.

Core technology and product plan: The project focuses on clean and efficient graded utilization of low-rank coal through a full industrial chain technical route of "pyrolysis - hydrogen production - tar hydrogenation - aromatics production" to maximize coal utilization.

Core process facilities: 15 million tons/year pulverized coal pyrolysis unit: Converts raw coal into upgraded coal (semi-coke), coal tar, and pyrolysis gas. Coal decomposition gas comprehensive utilization hydrogen production with LNG byproduct unit: Purified pyrolysis gas partially produces hydrogen (for tar hydrogenation) with another portion undergoing cryogenic separation to produce LNG/LPG. 1.3 million tons/year coal tar hydrogenation combined unit: Refines coal tar into clean diesel and chemical light oil through hydrogenation. 400,000 tons/year coal-based distillate oil dehydrogenation unit: Produces high-value chemicals including toluene and xylene (mixed aromatics).

Expected main products and latest developments: Detailed design and land acquisition will commence after environmental approval, with construction start date yet to be announced.
