Chen Jinsong Appointed as President of Bank of China (Brazil), Formerly Vice Mayor of Haikou

According to an announcement, the Annual General Meeting of the Brazilian Association of Chinese Enterprises was held in São Paulo on November 25, 2025. Attendees included Yu Peng, Consul General of China in São Paulo, Zou Chuanming, Minister-Counselor of the Chinese Embassy in Brazil, Bai Chunhui, Counselor of the Consulate General in São Paulo, and over 200 representatives from more than 100 Chinese enterprises and institutions. The gathering aimed to foster development and strengthen ties, injecting new momentum into Sino-Brazilian economic and cultural cooperation.

During the meeting, the Executive Council approved two key resolutions: First, following Zhang Guanghua's departure from Brazil, Chen Jinsong, the newly appointed President of Bank of China (Brazil), will serve as acting Chairman of the Association until the next election. Second, the membership fee structure was adjusted to align with the Association's operational needs and ensure sustainable growth.

This announcement confirms Chen Jinsong's appointment as President of Bank of China (Brazil).

Chen Jinsong, born in September 1978, holds a master's degree in economics and is a member of the Communist Party of China. Previously, he served as Vice Mayor of Haikou, overseeing commerce, investment promotion, ports, exhibitions, finance, and state-owned assets supervision. His responsibilities included managing the Haikou Bureau of Commerce, Financial Administration Bureau, State-Owned Assets Supervision and Administration Commission, and Investment Promotion Bureau. On December 9, 2025, the 34th Session of the Haikou Municipal People's Congress Standing Committee relieved him of his duties as Vice Mayor.

Bank of China established its representative office in Brazil in 2000 and officially incorporated Bank of China (Brazil) on March 13, 2009. Headquartered in São Paulo, Brazil's financial hub, it became the first Chinese financial institution authorized to operate in South America.
