The 2026 Shanghai Archives Digitalization Manager (Level 2) Professional Skills Competition and Yangtze River Delta Invitational concluded successfully on October 24 at the Xuhui Campus of Shanghai Normal University.
The competition was jointly organized by the Shanghai Municipal Archives Bureau, the Municipal Human Resources and Social Security Bureau, and the Municipal Federation of Trade Unions, and undertaken by the Municipal Archives Society, the Municipal Occupational Skills Appraisal Center, and the Municipal Archives Service and Education Center. It was conducted under the "one competition, one authorization" model, with 74 contestants from all districts of Shanghai and the Yangtze River Delta region competing in archives digitalization and electronic records management skills.
The opening ceremony was held at 8:10 AM on the same day at the competition venue on the fifth floor of the Western Computing Center at Shanghai Normal University's Xuhui Campus. Shi Lei, Deputy Director of the Shanghai Municipal Archives Bureau, and Li Guojuan, Vice President of Shanghai Normal University, delivered opening speeches, with Deputy Director Shi Lei officially declaring the competition open. After the ceremony, relevant leaders, experts, and guests held an exchange symposium on competition work in the second-floor meeting room.
The competition strictly aligned with the Level 2 Technician requirements of the National Occupational Standards for Archives Digitalization Managers (2025 Edition). Questions were independently designed in accordance with the Archives Law, the Data Security Law, the Confidentiality Law, and the DA/T series of archives industry standards. Three major competition modules were established: theoretical knowledge, operational skills, and comprehensive review, with a total duration of 240 minutes.
The operational skills module included real business tasks such as offline backup configuration, employing automatic system scoring combined with expert review. The comprehensive review was independently judged by referee experts. Score registration and data recovery and backup were fully traced and traceable throughout the process. Systems for question confidentiality, conflict-of-interest recusal, and venue supervision and arbitration were strictly implemented to ensure fairness and justice in the competition.
Contestants were selected through preliminary rounds from Jiangsu, Zhejiang, and Anhui provinces as well as all districts of Shanghai, coming from archives departments at all levels and archives informatization service enterprises across the Yangtze River Delta region. A professional referee and advisory team was assembled, with the entire process of expert selection, public announcement, and appointment standardized and verifiable. Before the competition, system debugging, emergency drills, and the full set of "one competition, one authorization" materials were filed and reported, ensuring a complete closed-loop competition procedure.
After the competition ended, the referee panel graded the papers to produce the final rankings. The results were submitted to the relevant departments of the Shanghai Municipal Human Resources and Social Security Bureau for review, after which corresponding occupational registration certificates were issued.
This competition represents an important practice in Shanghai's efforts to advance the building of a high-skilled workforce for archives digitalization, and it effectively promotes cross-regional cultivation of archives skills talent. The Shanghai Municipal Archives Bureau will subsequently consolidate the competition's technical documents, test questions, and scoring framework into a reusable industry question bank to feed back into professional training for archives digitalization managers, continuously improving the normalized mechanism of "promoting learning through competition, promoting training through competition, and promoting evaluation through competition," and forging a high-quality skilled talent team for the high-quality development of Shanghai's archives digitalization cause.
