A regional bank in Shandong province is set to auction a portfolio of non-performing personal loans.
Nine individual non-performing loan assets from Shandong Qingyun Rural Commercial Bank Co., Ltd. will be open for public bidding on July 23rd via the JD.com asset trading platform. The total claim value for the nine loans amounts to 6.7556 million yuan. The starting price for each loan matches its total claim value, and each is secured by residential real estate located within Qingyun County.
It is noted that the bank has previously seen several similar personal loan assets fail to attract bidders in past auctions.
Details of the Loan Listings
The information listed on the platform shows the size of each individual loan ranges from 654,300 yuan to 877,000 yuan.
The claims include the remaining principal, along with corresponding interest, overdue fines, compound interest, and late fees. Any interest accruing after the listing date will be calculated separately according to the original loan agreements.
Collateral for the Loans
All nine loans are backed by real estate mortgages. The collateral consists entirely of residential properties in urban areas of Qingyun County, covering multiple residential complexes including Zhongshang Yuquan Mansion, Baisheng Future City, Hongkan Longzhu, Yijing Home, and Sunshine Garden.
Some of the loan packages also include ancillary assets such as storage rooms and garages.
Previous Auction Attempts
This is not the first time the bank has used an auction platform for bulk disposal of non-performing assets. Historical records on the JD.com platform show that in a batch of non-performing loan auctions concluding on June 25, 2026, several of the bank's personal loan assets failed to receive any bids.
Specifically, four personal non-performing loan assets were left unsold in that round, with individual claim values of 2.4806 million yuan, 1.2413 million yuan, 1.2706 million yuan, and 1.7197 million yuan, totaling 6.7122 million yuan.
Background on the Bank
Public information indicates that Qingyun Rural Commercial Bank was established in December 2014, restructured from the former Shandong Qingyun Rural Credit Cooperative. Its legal representative is Zhang Yuan, with a registered capital of 322 million yuan.
Headquartered in Qingyun County, Dezhou City, it is the largest local corporate banking financial institution in the county by asset size. Business annual reports show the number of employees enrolled in social insurance was 297 in 2023, 296 in 2024, and 305 in 2025.
As of the end of 2025, the bank had 829 shareholders, comprising 808 individual shareholders and 21 corporate shareholders. Qingyun County Penghui Paper Sales Co., Ltd., Qingyun County Wufu Home Appliance Sales Co., Ltd., and Shandong Haiyun Power Technology Co., Ltd. each hold a 6.22% stake, jointly ranking as the largest shareholders.
Shandong Kunlun Chuangqi Technology Co., Ltd. and Qingyun County Minghui Eyewear Sales Co., Ltd. hold 4.67% and 4.35% stakes respectively, ranking as the fourth and fifth largest shareholders.
It is observed that among the 21 corporate shareholders, more than ten companies, including the three joint-largest shareholders, have their equity pledged.
Recent Operational Figures
According to the website of the Shandong Provincial Credit Union, as of the end of January 2026, the bank's average daily balance of loans to the real economy was 6.125 billion yuan, an increase of 318 million yuan from the beginning of the year. As of May 9, 2026, the bank's total loan balance reached 6.047 billion yuan.
Within this total, the balance of loans to small and micro enterprises was 2.45 billion yuan, an increase of 67 million yuan, or 2.81%, from the start of the year. In 2025, the bank cumulatively issued 2.946 billion yuan in inclusive loans to small and micro businesses.
