An action plan has been released to systematically advance the synergistic development of large, medium, and small enterprises within the platform economy, aiming to unleash its full innovative and competitive potential and drive deep integration between the real economy and the digital economy.
The Ministry of Industry and Information Technology (MIIT), in collaboration with six other government departments, has jointly issued the "Action Plan for Promoting the Synergistic Development of Large, Medium, and Small Enterprises in the Platform Economy (2026-2028)".
The platform economy represents a novel economic structure centered on internet platforms, fostering a symbiotic ecosystem for businesses of all sizes. The current phase is a critical period of transformation and upgrading for China's platform economy, highlighting an urgent need to align with new socio-economic and technological-industrial trends anticipated during the 15th Five-Year Plan period to enhance this collaborative development.
Key Objectives of the Initiative
The action plan sets a target for 2028, aiming for a significant improvement in the level of synergistic development. It seeks to establish a set of replicable collaborative innovation models and nurture several "single champion" manufacturing enterprises within the platform economy sector.
The plan envisions increased openness and sharing of key elements like technology and data, with the release of three batches of platform openness lists and the selection of no fewer than 100 pilot projects for open platform resource scenarios.
Furthermore, the initiative aims to develop at least 10 service platforms and 60 viable smart service application scenarios.
Core Focus Areas and Tasks
The action plan outlines key tasks and specific initiatives across three primary dimensions: strengthening innovation synergy, improving the ecosystem collaboration system, and deepening open coordination.
These measures include guiding platform enterprises to enhance their innovation layout in areas like general-purpose large models, industry-specific large models, and intelligent agents within the artificial intelligence field.
It also involves perfecting the gradient cultivation system for high-quality enterprises in the platform economy, deepening algorithm and traffic governance to promote algorithmic transparency, and rectifying actions that infringe upon the legitimate rights and interests of businesses operating on platforms.
Additionally, the plan focuses on enhancing the inclusive service capabilities of platform enterprises' foundational elements and optimizing intelligent agent services to meet the common needs of small and medium-sized enterprises.

Yu Xiaohui, President of the China Academy of Information and Communications Technology, emphasized that all stakeholders should use the implementation of this action plan as a foundation. He advocates for building an open, collaborative, and innovation-driven development system for the platform economy.
This approach is designed to allow large enterprises to gain ecosystem vitality through capability openness while enabling small and medium-sized enterprises to unleash their innovative potential through the flow of essential factors, ultimately propelling the platform economy to a new level of development.
