Shandong Dongming Rural Commercial Bank Fined 941,000 Yuan for Regulatory Breaches

On April 10, the People's Bank of China Heze Branch issued an administrative penalty decision showing that Shandong Dongming Rural Commercial Bank Co., Ltd. was warned and fined 941,000 yuan for the following violations: 1. Breaching financial statistical regulations; 2. Violating account management rules; 3. Non-compliance with currency circulation regulations; 4. Misappropriating fiscal funds; 5. Breaching credit information management rules; 6. Failing to conduct proper customer due diligence.

Mou Fan and Cui Jie, employees of Shandong Dongming Rural Commercial Bank Co., Ltd., were held responsible for the bank's violation of credit information management regulations and were each fined 15,000 yuan.

The penalty decisions (Heze Penalty Decisions Nos. 1-3 of 2026) were issued by the People's Bank of China Heze Branch on April 8, 2026, with the disclosure period set for three years.
