On May 19th, according to an announcement from the Ministry of Industry and Information Technology (MIIT), Li Lecheng, Secretary of the Party Leadership Group, Minister of MIIT, and Head of the Ministry's Employment Promotion Leading Group, presided over the 2026 plenary meeting of the MIIT Employment Promotion Leading Group. The meeting emphasized the need to consolidate efforts to promote employment and implement various tasks with more robust measures.
The focus will be on "stabilizing growth and expanding capacity" to solidify the foundation of employment. This involves meticulously implementing the new round of work plans to stabilize growth in ten key industries, deepening the high-quality development action for key manufacturing industry chains and the special "AI + Manufacturing" action. The goal is to stabilize and expand the employment scale in traditional manufacturing sectors such as light industry and textiles/apparel, while intensifying efforts to tap potential and expand capacity in emerging industrial fields like smart connected new energy vehicles, high-end equipment, and aerospace. This approach aims to consolidate the fundamental employment base and open up new employment spaces.
The focus will be on "cultivating entities and strengthening absorption" to activate the engine of employment absorption. This entails improving the gradient cultivation system for high-quality enterprises, effectively implementing central government financial policies supporting the high-quality development of specialized and sophisticated SMEs, and launching a startup support plan for AI-focused SMEs. Talent supply-demand matching activities like the "100-Day Recruitment," "Excellent Enterprises Enter Campus for Talent Recruitment," and "In-Depth University-Enterprise Connection" will be organized to promote higher-quality and fuller employment for more university graduates.
The focus will be on "building platforms and strengthening skills" to enhance the quality and efficiency of employment services. This includes implementing the manufacturing talent support plan and the SME talent service special action, carrying out training for leading management talents in SMEs, and accelerating the full coverage of advanced management training rotation for specialized and sophisticated "little giant" enterprises. Efforts will be made to improve the online learning platform for industrial, information technology, and skilled talents, leverage the role of the National Outstanding Engineer Practice Base, and build a high-level platform for cultivating technical and skilled talents.
The focus will be on "strengthening ideological and political education and practical cultivation" to solidly advance employment for graduates from institutions affiliated with the Ministry. Continuous efforts will be made to enhance the effectiveness of employment services for graduates from affiliated institutions, adhering to the "top leader project" and "all-staff employment promotion" approach, and strengthening industrial talent demand forecasting and graduate employment monitoring. Graduates will be guided to establish a positive, rational, and pragmatic view of employment, and encouraged to contribute at the grassroots level and in areas where the country needs them most.
