Three Billion-Dollar Industries Propel Changwu's Economic Ascent

Deep News04-21 16:44

Changwu Economic and Technological Development Zone has attracted a cluster of enterprises in coal, chemical engineering, fine chemicals, and equipment manufacturing. In January this year, it was designated as a Specialized Professional Park for 2025 in Shaanxi Province. Changwu County, situated at the Shaanxi-Gansu border, serves as Shaanxi's western gateway and was a significant post on the ancient Silk Road. The region benefits from deep soil, ample sunlight, and significant diurnal temperature variations, making it a nationally recognized optimal area for apple cultivation. Beneath the surface lies the Binchang mining area, rich in coal resources.

The county has clearly answered the question of how to transform its unique resources into flagship industries by developing three major industrial clusters: green low-carbon modern energy, high-end chemical equipment manufacturing, and fully integrated apple commerce. By the end of the 14th Five-Year Plan period, Changwu's coal output had increased by 13.8% compared to the end of the 13th Five-Year Plan period. The "Changwu Apple" brand successfully obtained national geographical indication certification, with a brand value reaching 5.06 billion yuan. The fine chemical industry demonstrates a strong clustering effect, with its industrial chain continuously improving. These impressive figures vividly illustrate the transformative rise of this "city of potential."

A Lump of Coal: Powering a Green Future At the construction site of the Yangjiaping Coal Mine and Coal Preparation Plant, a key provincial project, activity is bustling. As the final piece in the development of the Binchang mining area, the project will have an annual capacity of 5 million tons upon completion. Unlike traditional, extensive mining methods, this project was conceived with a green development philosophy. Rows of solar panels generate clean energy on the surface, while a wastewater treatment plant with a daily capacity of 12,000 cubic meters is under construction nearby. In the Changwu Coal Power Industrial Park, a provincial green recycling development zone, modern green coal energy facilities stand in orderly rows. The park is the core base for the county's coal resources and industry, targeting an output value of 13.09 billion yuan by 2025. To convert its coal资源优势 into industrial advantages, Changwu follows a development path of "stabilizing coal, increasing power generation, and expanding new energy." The Hujiahe Coal Mine is undergoing significant intelligent upgrades, enhancing safety and efficiency. The Datang Power Plant generates 5 billion kWh annually, providing robust support for the local economy. A 100 MW wind power project by Shaanxi Coal Industry Company Limited is set to commence, and a 150 MW project by Goldwind Science & Technology Co., Ltd. is nearing grid connection. The coordinated development of traditional and clean energy is enabling a green transformation for the "black gold" underground.

A Pill of Medicine: Precision and Synergy in the Chain Despite the cool April winds, a wave of entrepreneurial enthusiasm fills the construction site at the Wulipu Industrial Park. At the Licolor Active Pharmaceutical Ingredients and Intermediates project, the main structure of the outdoor pipe rack is complete. Project leader Li Dayong, who chose Changwu for its efficient service support, oversees the construction closely. As the county's first high-end fine chemical project, it focuses on high-value-added chemical APIs and intermediates, with an expected annual output value of 3 billion yuan upon reaching full capacity. The high-end chemical industry chain in Changwu has evolved beyond isolated breakthroughs, forming a multi-supported, synergistic development pattern. The Wulipu Industrial Park, comprising equipment manufacturing, chemical, and high-end fine chemical zones, has established a complete industrial chain from raw coal mining and methanol production to pharmaceutical intermediates, bio-fertilizers, and new materials R&D, driving a shift from single, extensive operations to精细高效 production. In recent years, targeted efforts to extend, supplement, and strengthen the chain have attracted seven green, low-carbon, high-value-added energy and chemical projects, fostering梯队 development rather than isolated ventures.

An Apple: Fragrance Spreads Nationally, Enriching Locals "One apple can sell for over 30 yuan and is still in high demand," said Liu Wen, commercial director at Shaanxi Luzi Agricultural Development Co., Ltd., proudly presenting a new "Triple Combo" gift box to a client from Jiangsu. The secret to this value appreciation lies in fully integrated development. The company employs a triple-integration circular development model, utilizing organic fertilizer from its own farm, selecting superior apple varieties, and processing them through advanced facilities, establishing a complete system from planting to processing to sales. This ensures both quality and stable supply. The rise of Luzi is a microcosm of the high-quality development of Changwu's apple industry. As a prime apple-growing area, the county boasts 225,000 mu of orchards, with the entire apple industry chain's value exceeding 3.5 billion yuan, making it a pillar industry for increasing incomes and driving county development. Changwu focuses on integrating the entire apple commerce chain, pioneering a provincial opinion on high-quality apple industry development, and establishing an annual 30 million yuan special fund for the fruit industry. This supports new orchards with precise subsidies, expands planting scale, improves quality, and shifts the focus from quantity to quality. Even during the off-season, Liu Wen is busy preparing for local exhibitions, having secured a 500-ton order recently in Hefei. "Though busy, seeing Changwu apples reach nationwide markets and people's wallets grow fuller makes my heart as sweet as the apples," Liu Wen said with a smile.
