Dongguan Proposes Up to 1 Million Yuan Incentives to Boost Corporate Digital Transformation

The Dongguan Municipal Bureau of Industry and Information Technology has recently released a draft policy for public consultation titled "Several Measures to Further Promote the Digital Transformation of Enterprises in Our City." The draft aims to implement the municipal government's decision to build a modern industrial system and accelerate the digital transformation of key manufacturing enterprises and their supply chains. Public feedback is being accepted from April 3 to April 14, 2026.

The draft policy outlines six key measures. First, it aims to deepen digital upgrades for enterprises. Companies implementing digital transformation projects utilizing technologies such as industrial internet, IoT, big data, cloud computing, AI, and blockchain can receive grants covering up to 30% of eligible expenses, including software, cloud services, and necessary hardware, with a maximum subsidy of 300,000 yuan.

Second, the policy seeks to lower the barriers to digital transformation. It plans to enhance the city's public digital transformation service platform by introducing easily deployable software solutions. Small and micro-enterprises using these solutions can receive funding for up to 50% of their actual costs, capped at 10,000 yuan per company. The platform's capabilities will be strengthened through government-procured services to streamline processes and improve efficiency.

Third, increased support will be provided for traditional industries such as textiles and food and beverage. For digital transformation projects in these sectors, the subsidy ratio increases to a maximum of 40%, while the cap remains at 300,000 yuan. The subsidy limit for using the public platform's solutions rises to 15,000 yuan per company. Priority will be given to talent training and specialized activities for these industries.

Fourth, the policy encourages the development of digital supply chain and industrial internet platforms. Manufacturing companies building digital supply chain platforms and service providers developing industry-specific platforms can receive incentives of up to 1 million yuan. These platforms are expected to enhance collaboration and resource sharing across the supply chain.

Fifth, efforts will be made to improve public services for digital transformation. This includes engaging third-party experts to assist with planning, project management, and evaluation, with a budget of up to 800,000 yuan. A talent development program will offer training subsidies of up to 500 yuan per person per day. Funding of up to 100,000 yuan per event will support activities like matchmaking sessions and case study promotions.

Sixth, the policy emphasizes strengthening cybersecurity for core enterprises. Third-party agencies will be hired to conduct security assessments, provide training, and offer emergency response services for at least 200 companies annually, with subsidies of up to 20,000 yuan per company.
