As artificial intelligence (AI) technology drives profound changes in the education sector, China's digital education strategy is accelerating. This issue garnered significant attention at the Fifth Session of the 14th Dalian Municipal Committee of the Chinese People's Political Consultative Conference.
Cheng Dan, a municipal CPPCC member and Principal of Dalian No. 9 Middle School, provided insights from the frontline perspective of an educational administrator, emphasizing the critical importance of generative AI technology in reshaping the educational ecosystem. Cheng Dan noted that while the city has made certain achievements in advancing educational digitization, challenges remain in integrating AI technology with teacher development.
Cheng Dan put forward five targeted recommendations. The first is to establish a "1+1+N" human-machine collaborative teacher development community, comprising one technical mentor, one subject mentor, and multiple practicing teachers to form interdisciplinary teams that jointly explore applications of generative AI in lesson plan design and student assessment.
The second suggestion is to build a "municipal-level AI teaching resource pool," selecting and recommending a batch of user-friendly generative AI tools suitable for middle school teaching, making them available to all teachers via an official platform, and compiling subject-specific operation manuals and case studies to guide teachers on the standardized and effective use of AI for classroom optimization.
Third, a pilot "AI Application Points Bank" mechanism was proposed, where teachers' AI application outcomes would be converted into points linked to professional title evaluations and performance assessments, thereby stimulating internal motivation.
Fourth, the recommendation calls for implementing tiered and categorized precision training, designing differentiated empowerment pathways for key teachers, young teachers, and administrative staff.
The fifth proposal is to set up special research projects and demonstration zones, encouraging schools to conduct empirical research and promote successful school-based experiences through regular forums and exhibitions, creating a radiating effect from the "school-based" to the "regional" level.
