On July 31, Mayor Zhang Ke presided over a dedicated meeting on key tasks to hear relevant reports and systematically study and deploy work on service industry investment promotion, consumption stimulation, and the expansion and quality improvement of artificial intelligence.
The meeting emphasized the need to strengthen the sense of responsibility that "managing an industry requires attracting investment." Methodologically, the focus should be on the contribution of each supervised area to the city's economic development, with a particular emphasis on attracting investment within those sectors, fostering "four-scale" business units, and recruiting leading enterprises. It is crucial to seize time, accelerate progress, and improve efficiency to make up for the gap in progress from the first half of the year, sparing no effort to complete all annual targets for service industry investment. A decisive campaign should be launched to secure the implementation of service industry projects, with responsible municipal leaders, relevant local authorities, and departments working together to ensure that all projects on the list are signed and implemented within the year. A clear performance-oriented approach must be established, incorporating service industry investment into the municipal government's annual key tasks, strengthening follow-up supervision, and strictly enforcing rewards and punishments.
The meeting pointed out that stimulating consumption is a vital support for stabilizing growth and expanding domestic demand. Subsidies for bulk commodities should be optimized by adjusting policies based on market dynamics, flexibly managing the subsidy "budget," and precisely matching current consumer demographics and hotspots. Elaborate planning should target key periods, such as the Mid-Autumn Festival and National Day holidays, by designing different themed activities for various consumer groups to create distinctive consumption IP. Efforts should actively plan branded activities and projects. State-owned enterprises in the cultural tourism sector should base their efforts on reality, integrate resources, and strengthen planning to create brand projects with high recognition and strong driving force, thereby boosting overall consumption enthusiasm. Cooperation and linkage with surrounding markets should be enhanced, with collaborative measures such as cross-city tourism joint tickets and mutual consumption discounts being introduced. The formation of a municipal-level working group for consumption promotion should be accelerated to strengthen overall planning, further optimize the consumption promotion work plan, and adhere to a project-based, responsibility-based, and milestone-driven approach. The consumption environment must be continuously improved, with all relevant departments conscientiously fulfilling their duties to create a fair and orderly market, while also ensuring the safeguarding of major events and handling of emergencies, resolutely maintaining the safety bottom line.
The meeting emphasized the need to firmly establish and enhance AI thinking, deeply implement the "AI+" action, vigorously develop new forms of the intelligent economy, and accelerate the improvement of the AI governance system. Task lists should be refined and implemented down to specific projects and timelines, ensuring that every task has someone responsible, managed, and delivered. Synergy must be formed through coordinated action, with all regions and departments cooperating, complementing each other's strengths, and working in the same direction to jointly promote the implementation of projects. The Municipal Data Bureau should carefully plan support policies to provide guarantees for AI development. Follow-up and accountability mechanisms must be strengthened to ensure the solid implementation of the "AI+" action.
The meeting also made arrangements for preparedness and response work against the approaching typhoon. Vice Mayors Wu Ming and Shen Xiaohong, as well as Secretary-General of the Municipal Government Dai Weidong, attended the meeting.
