Qian'an County Tax Bureau: "Compliance Steward" Joins Yellow Millet Livestream

Deep News01-22 19:22

In the agricultural support livestreaming room of Guozhi Village, Qian'an County, the village chief held up the golden Qian'an yellow millet, meticulously explaining the product's characteristics to the camera as the sound of new order notifications chimed incessantly on the screen. This small livestreaming space serves not only as a crucial window for Qian'an yellow millet to reach markets beyond the county but has also become a new channel for increasing local farmers' incomes. As the popularity of the livestreams grew and online sales volume expanded continuously, operational-level tax compliance issues began to emerge.

Previously, the livestream received a large order from an enterprise in Shandong, which privately messaged to inquire if a sales invoice for agricultural products could be issued for their accounting purposes. This question posed a significant challenge for the village chief and the farmers, who were unfamiliar with the invoicing process, unsure if they could still enjoy tax exemptions after issuing an invoice, and completely confused about the bookkeeping and tax filing procedures for this income.

The Qian'an County Tax Bureau has consistently monitored the development of agricultural support livestreams within the county. To address potential operational and tax-related challenges, it assembled a specialized service team from its business experts. This team shouldered the responsibility of being a "compliance steward," entering the livestreaming room with customized tax service solutions.

Addressing the livestream's practical needs, the tax officials implemented precise measures, providing comprehensive, compliant operational guidance. For bookkeeping management, they guided the livestream to properly establish online sales records, detailing key elements like transaction time, amount, and buyer information for each order to ensure income data was verifiable and well-documented. Regarding invoice issuance, they thoroughly explained the process for issuing agricultural product sales invoices, clarified the differences between invoicing for individual versus corporate buyers, and specifically interpreted the "VAT exemption for agricultural producers selling their own products" policy, clearly defining its application boundaries to help operators issue invoices correctly and legally benefit from tax preferences.

Extending their service reach along the yellow millet production and sales chain, the staff also guided the farmer cooperatives associated with the livestream to establish product traceability records. These records meticulously document information such as the millet's planting plot, harvest time, and processing batch, facilitating precise alignment between traceability data, sales records, and tax declaration data.

Today, the agricultural support livestream in Guozhi Village remains exceptionally lively, with online sales of Qian'an yellow millet growing steadily and the brand's reputation on e-commerce platforms continuing to rise. This allows the "yellow millet" from the saline-alkali land to steadily advance into broader markets, propelled by the momentum of livestream e-commerce. "With the professional guidance from the tax department, every transaction we handle is clear and follows established procedures," said Cai Deqiu, the livestream's operations manager.
