Ningxia Launches Comprehensive Initiative to Enhance Digital Literacy and Skills

The Ningxia Hui Autonomous Region has officially commenced a large-scale initiative to improve digital literacy and skills among its entire population. The campaign, titled "Digital Intelligence Empowers Ningxia, Benefiting All Industries and Households," was launched with a mobilization conference and the opening of demonstration training classes focused on public welfare sectors. The event was organized by the Ningxia Department of Human Resources and Social Security in collaboration with multiple departments.

The initiative centers on the widespread adoption of artificial intelligence and the enhancement of public digital competence. It introduces an innovative integrated training model that combines policy interpretation, theoretical instruction, hands-on practice, and on-site teaching. Concurrently, the launch featured four themed exhibition and interactive experience zones showcasing AI applications in smart agriculture, intelligent manufacturing, modern services, and family/community contexts. These displays demonstrated the innovative use of AI technology in areas such as government services, industrial upgrading, and social welfare, allowing participants to improve their digital skills through immersive experiences.

Recently, 13 departments, including the Ningxia Department of Human Resources and Social Security, issued the "Implementation Plan for the 'Digital Intelligence Empowers Ningxia, Benefiting All Industries and Households' Initiative to Enhance Digital Literacy and Skills (2026–2030)." The plan aims to establish a recognized training brand and promote the integration of digital technologies across various industries, ensuring that the benefits of digital advancements reach every household. This effort is designed to build a solid foundation of digital talent and widespread digital literacy to support high-quality development in Ningxia.

The implementation plan sets a goal for 2030: to essentially establish a comprehensive, lifelong AI literacy education and training system covering the entire population. It targets a significant increase in public awareness and understanding of AI, improved AI application capabilities among workers in key industries, and enhanced adaptability to intelligent production and services.

Running from 2026 to 2030, the initiative will prioritize eight key demographic groups, including party and government personnel, professionals, corporate managers, skilled workers, and workers in new business formats. Tailored special enhancement actions will be conducted for each group. To standardize training across regions and sectors, a structured curriculum has been developed based on the principles of "general required courses, stratified and categorized learning, industry-specific modules, and digital security." Training will be delivered through diverse methods such as online platforms, micro-lectures, live streaming, offline sessions, practical exercises, digital night schools, educational outreach to rural areas, and skill-based competitions.
