The lower reservoir project, valued at 7.5 billion yuan, is being constructed by a subsidiary of Power Construction Corporation Of China (PCCC), specifically Sinohydro Bureau 3 Co., Ltd. PCCC has previously stated that it has formed an investigation team in response to media reports about quality concerns during the construction process.
According to reports, relevant departments of China's National Energy Administration, along with other government agencies, have initiated a joint investigation and visited the site on November 28. Allegations of substandard construction practices at the dam have also surfaced.
