New Regulations Effective from December That Will Impact Daily Life

Starting December 1, the newly amended Food Safety Law will come into effect, requiring road transport operators engaged in bulk transportation of key liquid food products to prominently display food-specific labels on transport containers. These containers must be used in accordance with national regulations and cleaned promptly, with strict prohibitions against carrying non-food substances.

According to the National Certification and Accreditation Administration’s announcement on strict management of mandatory product certification for electric bicycles, all electric bicycles sold from December 1 must comply with the updated mandatory national standards. Sales of electric bicycles meeting the old standards will be completely discontinued. Consumers are advised to look for the CCC certification mark and product qualification certificates when purchasing electric bicycles.

The "Regulations on the Supervision and Management of Food Safety Responsibilities for Chain Catering Enterprises" will also take effect on December 1. The regulations stipulate that enterprises operating under the same brand in chain catering services must designate a single headquarters. The headquarters must possess the necessary management capabilities for chain catering operations and obtain a food business license that includes "chain catering management" as a permitted activity.

The newly revised mandatory national standard for "Medical Protective Masks" will be implemented on December 1. The updated standard prohibits disposable medical protective masks from having exhalation valves and mandates the inclusion of nose clips or equivalent designs to ensure secure fitting during use.

The "Administrative Measures for Credit Restoration in Market Regulation" will take effect on December 25, further improving the credit restoration system to encourage individuals and entities to rectify illegal or dishonest behavior and rebuild good credit.

In Shaanxi Province, the "Measures for Providing Living and Health Subsidies to Elderly Residents" will be enforced from December 1. The subsidy amounts are as follows: - 70–79 years old: ¥50 per month - 80–89 years old: ¥100 per month - 90–99 years old: ¥200 per month - 100 years and above: ¥300 per month

The "Hunan Province Data Regulations" will also come into force on December 1, explicitly prohibiting businesses from using data to engage in unfair competition or monopolistic practices.

The "Hainan Free Trade Port Tourism Regulations" will take effect on the same day, encouraging the development of nighttime economies, creating cultural and tourism consumption hubs, and fostering diverse nighttime consumption formats. The regulations also promote extended operating hours for shopping malls, restaurants, and cultural venues, allowing overnight bars and entertainment venues in key tourist areas.

Guangzhou’s "Regulations on Housing Safety Management" will be implemented on December 1, stipulating penalties for unauthorized modifications such as converting non-waterproof rooms or balconies into kitchens or bathrooms, or relocating bathrooms above bedrooms, living rooms, studies, or kitchens of lower-floor residents. Violators—property owners or users—face fines ranging from ¥1,000 to ¥5,000, while renovation companies may be fined between ¥5,000 and ¥50,000.
