Neijiang Bureau Conducts Precise "Diagnosis" of Urban Development, Scientifically Guides Quality Enhancement

The 2025 Territorial Spatial Planning Urban Health Assessment Report for Neijiang City has been successfully completed and passed expert review. This targeted "urban physical examination" conducted a comprehensive "health diagnosis" of the implementation status of Neijiang's territorial spatial planning, anchoring a scientific direction for the city's high-quality development.

First, it clarified the baseline situation. Focusing on 91 key indicator data across critical areas such as the control of "three zones and three lines," optimization of spatial layout, infrastructure supporting facilities, public service provision, ecological environment quality, and revitalization of existing land use, the assessment comprehensively evaluated the current stage characteristics of urban development. It systematically summarized the effectiveness of plan implementation, accurately identified existing problems and their underlying causes, and proposed targeted optimization suggestions.

Second, it improved the indicator system. Strictly aligning with the requirements of the Ministry of Natural Resources' "Regulations for Territorial Spatial Planning Urban Health Assessment" (2025 revised edition), this urban health assessment closely followed the core guidance of "accelerating the transformation of the urban development model." Based on the actual development of Neijiang City and adhering to the principles of "problem-oriented, goal-oriented, and result-oriented," an assessment indicator system covering six dimensions was constructed. These dimensions include safety and resilience, green and low-carbon, innovation and efficiency, coordination and intensification, and shared well-being.

Third, it will continue to deepen and optimize. The Neijiang Municipal Bureau of Natural Resources and Planning will fully incorporate the expert review opinions to revise and improve the assessment report. It will refine the full-cycle management closed-loop mechanism of "planning-implementation-assessment-optimization," transforming the problems identified in the assessment into specific tasks for urban governance. The optimization suggestions will be implemented as practical measures for quality enhancement, continuously improving Neijiang's urban livability, resilience, and intelligence level, thereby strengthening the planning foundation for building a livable, business-friendly, harmonious, and beautiful Neijiang.
