Rural delivery network expands, linking villages and cities

On the morning of October 23, a 105 rural-urban bus pulled into the comprehensive service point in Bijiazhuang Village, Ningjin County.

"In the past, when a parcel arrived in the county, it would either take until the next day to be delivered, or I had to make a special trip to the county to pick it up myself. Now I don't even have to leave the village 鈥?the parcel is brought back with the bus, which is fast and hassle-free," said villager Wang Li as she took her package.

"Rural delivery logistics is one of the important channels for agricultural products to leave villages and enter cities, and for consumer goods to go to the countryside and into villages," said Song Tao, head of the Comprehensive Transport Section of the Municipal Transport Bureau. He explained that since the beginning of this year, the city has continued to integrate rural passenger transport, freight logistics and postal express resources, promoting the joint construction, sharing and common use of station facilities, transport capacity networks, technical equipment and information platforms, and exploring models such as "passenger-freight-post plus agricultural product circulation, e-commerce services and tourism commodities," so as to smooth the two-way circulation channel of "consumer goods going to the countryside and agricultural products entering cities."

Up to now, the city has opened 66 passenger-freight-post bus routes and built 594 standardized "passenger-freight-post comprehensive service stations," with a three-tier logistics service network at the county, township and village levels basically in place.

Focusing on the joint construction and sharing of facilities, the city has integrated county-level passenger stations, idle township sites and village-level convenience points by level. While retaining their core passenger transport business, all 16 automobile passenger stations at level three and above in the city have added diversified functions such as express sorting, warehousing and cold chain, and commercial distribution, creating one-stop county-level logistics hubs. Resources from 164 township passenger stations have been linked as a whole with postal enterprises, fully revitalizing idle space in postal sub-bureaus and addressing shortcomings in township logistics distribution. At the same time, end-point service stations have been set up relying on village committees and village-level postal shops to meet villagers' daily delivery needs nearby.

In response to the different geographical characteristics of plains and mountainous areas, the city has adopted targeted measures and adapted to local conditions to advance the integrated development of passenger, freight and postal services. In mountainous areas, Xindu District serves as a demonstration, building a three-tier distribution system that benefits more than 24,000 mountain residents; in plain areas, Wei County serves as a benchmark, creating an integrated collection, procurement and distribution platform for postal-express, supply and marketing, and freight services, substantially reducing circulation costs. Villagers' mailing costs have been cut by 40%, and express companies' operating costs have been reduced by 20%, achieving mutual benefits for people's livelihoods and industry.
