On July 24, the Human Resources and Social Security Department of the Xinjiang Autonomous Region, in collaboration with Meituan, held a policy briefing session on occupational injury protection for workers in new employment forms at the Meituan Rider Home (Airport Station) in Urumqi. The event aimed to deliver social security services directly to the city's delivery riders.
At the event, officials from the regional human resources department gave a focused presentation on the scope of insurance coverage, premium standards, and the claims application process. Representatives from Meituan also introduced supporting measures, including platform insurance enrollment, pension subsidies, and rider welfare programs.
Starting July 1, 2026, the Xinjiang Autonomous Region and the Xinjiang Production and Construction Corps will jointly launch a pilot program for occupational injury protection for workers in new employment forms. The pilot will initially cover platform companies in three major industries: ride-hailing, instant delivery, and intra-city freight. The policy mandates full premium payment by the platform, with no cost to individual workers, ensuring every order is insured and every person is protected. Coverage includes medical expenses, disability compensation, funeral subsidies, and other benefits.
Li Yilin, the Xinjiang Public Affairs Director at Meituan, stated that the platform has fully implemented occupational injury protection. Riders do not need to take any action, as the system automatically generates an insurance policy for every order. In the event of an accident, riders can report it with one click via the app and receive automatic claim processing. Incidents must be reported within 24 hours through the app or a hotline, and benefit applications must be submitted within 30 days to avoid potential claim rejection.
Rider Muhtar Satar commented, "This event not only helped me understand the policy but also showed me how to protect my rights immediately."
The pension subsidy policy also drew significant attention. Meituan began piloting this policy in Urumqi in September 2025, and it was expanded across the entire region in November. Riders who meet specific conditions—such as completing continuous deliveries for six months, with three of those months having income reaching 60% of the local average social wage—are eligible for a 50% subsidy from the platform on their pension contributions. Based on current Xinjiang standards, riders pay approximately 500 yuan per month, with the platform covering the remainder.
The event also featured a Q&A session, where staff addressed questions on claims, insurance enrollment, and pension operations. Chen Saizhong, Deputy Director of the Occupational Injury Insurance Division at the regional Department of Human Resources and Social Security, stated that by 2027, the national government plans to explore expanding the pilot to include other platform companies in industries with higher occupational injury risks and stricter labor management. This gradual approach aims to achieve full coverage of occupational injury protection for workers in new employment forms. Adhering to the principles of "full inclusion, centralized data, and territorial management," Xinjiang will also consider incorporating small and medium-sized platform enterprises registered within the region, whose business operations are limited to the region or neighboring provinces, on a "mature one, include one" basis to extend protections to more flexible workers.
