Hubei Chibi Market Regulator Launches Campaign Against Food Waste and for Frugality

The Chibi City Market Supervision Administration in Hubei Province has recently intensified its efforts by combining supervision with service and promotion with guidance, launching a dedicated campaign against food waste and for frugality. This initiative aims to make the "Clean Plate Campaign" a regular and long-term practice, fostering a positive social atmosphere where saving is honorable and waste is shameful.

The authority has focused on key aspects of the catering business, conducting special inspections of 117 large and medium-sized restaurants, chain brands, and unit cafeterias. It has urged business operators to strictly fulfill their responsibilities, standardize the placement of signs promoting food saving, and widely adopt the "N-1" ordering model, which recommends ordering one fewer dish than the number of diners. They are also promoting smaller portion sizes like "small dishes" and "half dishes," actively guiding consumers to order appropriate amounts and resolutely preventing waste from over-ordering and induced consumption.

The regulator has innovated its supervision methods by employing a "online + offline" smart monitoring model. Anti-food waste prompts have been added to the pages of 528 online food delivery stores, and big data is used to identify and rectify potential food waste issues. To encourage positive behavior, 54 catering establishments have been guided to offer "Clean Plate Exchange" discount activities. Furthermore, anti-waste clauses are being incorporated into contracts for banquets like weddings and birthday celebrations to regulate large-group dining practices.

The campaign also extends to community, campus, and government outreach for legal education. Guidance has been provided to 101 schools to optimize their ingredient procurement and dish combinations, helping to cultivate lasting habits of saving food among teachers and students.

Moving forward, the Chibi City Bureau plans to continue intensifying daily inspections, strengthen promotional guidance, and improve a multi-stakeholder governance mechanism to consistently uphold a new trend of civilized dining and green consumption.
