Wuxi Singapore Science and Innovation City (Wangzhuang Subdistrict): Dedicated Efforts in Petition Work for the New Era

Deep News01-14

Wuxi Singapore Science and Innovation City (Wangzhuang Subdistrict) has deeply implemented the new era's "Fengqiao Experience," focusing on the initial handling of petitions. By prioritizing source prevention, legal standardization, and resolving both the matter and the underlying concerns, it has continuously enhanced the modernization level of grassroots governance, thereby strengthening the first line of defense for social stability.

Building on source governance, the subdistrict takes the initiative in resolving conflicts. Adhering to the principle that "proactive prevention is better than reactive handling," it employs three major measures to reduce the generation of conflicts and decrease the volume of petitions from the source. It weaves a dense "multi-source perception network." Relying on the grid-based management system, it has built a three-tier team for collecting public sentiment consisting of "community cadres + grid members + social forces," extending the reach of investigations to the grassroots level. It creates a "digitally empowered platform." The "Digital Governance Wangzhuang" platform for modern grassroots social governance has been fully completed and deeply applied, establishing a "Red-Yellow-Blue" three-color early warning mechanism to achieve intelligent data analysis, identify high-frequency demands, and push cases for handling at different levels. It strictly controls the "decision-making assessment gateway." The subdistrict rigorously implements the social stability risk assessment system for major decisions, fully listens to opinions from all sides, and ensures public participation in decision-making through various channels. Since 2025, it has conducted 22 rounds of conflict investigations, collected over 80 various disputes, and resolved more than 90% of petition matters at the initial handling stage.

Focusing on legal guidance, the subdistrict aims to create standardized procedures for petition handling. Centered on "full-chain standardization," it integrates legal thinking and methods throughout the entire petition work process, ensuring that each petition case is "procedurally compliant, handled according to law, and just in outcome." It clarifies entry paths. A "roadmap" for the legalization of petition work is publicly displayed at reception venues, along with a clear list for categorized handling according to law, improving the efficiency of demand resolution. It standardizes processing criteria. Strictly following petition regulations and work guidelines, it standardizes the handling process by solidifying first-instance responsibility, implementing full-process recording, and strictly controlling processing timelines. It strengthens collaborative linkages. Leveraging the subdistrict's petition work joint conference system, it integrates functional departments and professional mediation forces to establish a "one-stop" mechanism for precisely tackling complex conflicts. Since 2025, it has held over 160 coordination meetings for petition cases, handled 442 petition cases standardly, achieved a 100% timely acceptance rate and on-time completion rate, a 99.65% resolution rate, and an 86.5% mediation success rate.

Striving for the dual resolution of both the matter and the underlying concerns, the subdistrict works to enhance public satisfaction with its services. Adhering to a people-centered approach, it promotes a working method of "listening patiently, sorting out carefully, and resolving diligently," responding to public expectations with genuine care. Leaders take the lead in receiving visitors to hear public opinion. A system has been established for subdistrict leadership team members to conduct "regular receptions + case-specific visits to the grassroots," with one member assigned to receive visitors every Thursday; key leaders lead teams深入社区和企业 each month to conduct on-site handling of petition matters in key areas. It reviews cases to improve quality and efficiency. A follow-up mechanism for concluded key cases has been established; for matters rated "dissatisfied" or where "the problem is not fundamentally resolved," verification and handling are restarted; for petitioners with genuine livelihood difficulties, it collaborates with civil affairs and other departments to provide assistance and support. It offers warm services to untangle emotional knots. Exploring a new model of "petition work + psychological counseling," it introduces professional forces to provide psychological support to petitioners, establishes "psychological files," and conducts regular tracking and intervention. Since 2025, leadership team members have received the public in 359 batches involving 486 individuals, successfully resolving 23 difficult petition cases, including one case backlogged for over 10 years and one for over 20 years.

Wangzhuang Subdistrict will continue to uphold the bottom line of the rule of law and its original aspiration of serving the people, painting a new picture of effective grassroots governance with the new era's "Fengqiao Experience," and contributing to the advancement of grassroots governance modernization.
