Recently, the Jiangsu Provincial Department of Science and Technology officially announced the list of provincial benchmark incubators for 2025. The "Lianyungang Digital Intelligence Manufacturing Industry Incubator" in Lianyungang High-Tech Zone was successfully selected, becoming the only technology enterprise incubator in the city to receive this honor. This recognition not only highlights the incubator's operational and service capabilities but also demonstrates the High-Tech Zone's commitment to technological innovation and cultivating new productive forces.

As the core hub for technological innovation in the city, the High-Tech Zone is leveraging platform development and industrial collaboration to drive regional innovation. The zone has consistently prioritized technological advancement, optimizing the innovation ecosystem and refining a comprehensive support system encompassing policy incentives, platform incubation, industrial clustering, and talent development.

The Digital Intelligence Manufacturing Industry Incubator, now recognized as a provincial benchmark, exemplifies the High-Tech Zone's innovation platform initiatives. Centered around Buildings 1 and 2 of the Science and Innovation City, the incubator focuses on strategic emerging industries such as digital economy, intelligent manufacturing, and biopharmaceuticals. It adopts an innovative operational model of "internal-external synergy and full-cycle empowerment."

Internally, the incubator collaborates with leading universities like Peking University and the University of Science and Technology of China, as well as major enterprises, to establish specialized R&D platforms, bridging the gap between academia, research, and industry. Externally, it has set up "innovation outposts" in cities like Wuxi, Nanjing, Chengdu, Harbin, and Wuhan to facilitate cross-regional resource integration, offshore incubation, and industrial synergy. Additionally, it partners with industrial parks such as Yulan Intelligent Manufacturing Innovation Park and Liandong U Valley·Lianyungang Technology Enterprise Port to provide enterprises with a full-cycle growth pathway—from nurturing to incubation and acceleration.

To date, the incubator has fostered 8 specialized and sophisticated SMEs, 14 large-scale enterprises, 53 high-tech enterprises, and 142 technology-based SMEs. It has also supported nearly 10 companies in going public or listing, while attracting 142 high-level talents, solidifying its role as a core hub for industrial innovation and talent aggregation.

Under the incubator's targeted support, companies like Jiangsu Jinge Network Technology Co., Ltd. and Jiangsu Bestime Biotech Co., Ltd. have emerged as leaders in hard technology, driving industrial upgrades in the High-Tech Zone.

"From initial technical exploration to becoming an industry benchmark, the High-Tech Zone's policy benefits and the incubator's full-chain support have saved us many detours," said a representative from Jiangsu Jinge Network Technology. Leveraging the zone's university-industry collaboration platforms and innovation resource networks, the company has rapidly overcome core technical challenges in big data, AI, and mobile internet, earning national high-tech enterprise status and provincial specialized SME recognition, with over 100 software copyrights and 9 patented inventions.

Similarly, Jiangsu Bestime Biotech, which broke foreign technological monopolies, has thrived in the High-Tech Zone's innovation-friendly environment. "The zone provided not only R&D space and funding but also access to shared labs and testing platforms through the incubator, solving critical validation challenges in our early stages," explained the company's R&D head. Specializing in tool enzymes for nucleic acid drug production, Bestime has established China's leading cell-free protein synthesis and toxic protein recombinant expression platform, achieving the first domestic large-scale production of restriction enzymes and ending a 40-year foreign monopoly. It now ranks among the top three in its niche domestic market.

This year, Lianyungang High-Tech Zone has further increased investment in technological innovation, refining its policy framework to offer precise support in R&D subsidies, talent recruitment, and commercialization. The provincial benchmark recognition of the Digital Intelligence Manufacturing Incubator will enhance the zone's innovation brand. Moving forward, the High-Tech Zone will seize this opportunity to implement national and provincial policies for high-quality incubator development, optimize the innovation ecosystem, strengthen platform capabilities, and accelerate the cultivation of new productive forces, fostering deeper integration of technological innovation and industrial upgrading to empower regional high-quality development.
