On July 6, 2026, the Chinese Information Processing Society of China initiated the establishment of the Industry-University-Research Innovation Ecosystem Working Committee, co-founded by LEGENDHOLDING (03396), the Institute of Software of the Chinese Academy of Sciences, and other organizations. This committee aims to bridge the transformation chain from academic achievements to industrial momentum within the Chinese information field through a model of "industry-research collaborative innovation." Yu Hao, CEO of LEGENDHOLDING, will serve as the inaugural director of the committee.

Amidst the global artificial intelligence competitive landscape, Chinese information, as a unique strategic resource for the nation, sees its technological innovation and industrial development directly linked to national digital sovereignty and cultural security. It has generated extensive application demands in areas such as smart education, healthcare, and cultural heritage, serving as a crucial support for the implementation of the "AI Plus" initiative. Yu Hao stated that the country is currently at the starting point of a convergence between the "Emerging-Future Industry Super Cycle" and the "Intelligent Technology Super Cycle." On one hand, AI technology is rapidly evolving from large language models towards agents, embodied intelligence, and world models. On the other hand, the national level explicitly encourages "patient capital to invest early, in small ventures, and in hard technology," while societal trends towards AI democratization are fostering new economic units like the "One-Person Company" (OPC).

"At such a juncture, what is more needed is 'collaborative pre-innovation'—having the industry side bring real-world problems to the research side, rather than waiting for research outputs to then seek markets," Yu Hao explained. Following its establishment, the committee will promote the deep integration of industry, academia, and research in the Chinese information field through this "industry-research collaborative innovation" model. Specifically, the committee will build three major platforms: first, a public evaluation platform shifting from academically-oriented assessments to an "industry-problem-setting" model, introducing genuine industrial needs; second, an information hub platform to break down information barriers between industry, academia, and research, moving away from previous fragmented point-to-point cooperation; and third, a professional endorsement platform, leveraging the credibility of the Chinese Information Processing Society of China as a national first-level society to reduce trust and friction costs in collaborations.

The committee also announced its work plan for the next 18 months. This includes selecting seed teams to conduct industrial path analysis and real-need research, promoting industrial operation; collaborating with various professional committees to identify genuine enterprise needs, release evaluation tasks, assist technical teams in solving practical problems, and explore possibilities for project incubation; organizing technology salons, closed-door seminars, and in-depth interviews to research and discuss cutting-edge technological directions with industrial value and social significance; and identifying young talent from top-performing evaluation teams to foster talent exchange and interaction between academia and industry.

Fang Binxing, an academician of the Chinese Academy of Engineering and Chairman of the Chinese Information Processing Society of China, noted that the society was founded in 1981 under the advocacy of Mr. Qian Weichang, taking on the mission from scratch to "enable Chinese to enter computers and help Chinese people keep pace with the information age." Over more than forty years, following national and societal needs, the society has driven scientific innovation and technological breakthroughs—from early Chinese character input, Chinese word segmentation, and Chinese-English machine translation, to later Chinese search engines and social network analysis, and today's large language models, multimodal systems, and intelligent agents. The society has consistently been committed to advancing breakthroughs and industrialization in Chinese information processing technology. The establishment of this committee is a practical action by the society under its "Four Services" orientation to promote deep integration of industry, academia, and research.

"The establishment of the committee is just a starting point. What follows is whether we can truly help entrepreneurial teams cross the 'valley of death' and whether we can genuinely root and bear fruit for Chinese information processing technology in industrial scenarios," said Ning Min, Chairman of LEGENDHOLDING. As one of the committee's initiators, LEGENDHOLDING will play a triple role within the committee: opening industrial scenarios to provide a "testing ground" for innovative technologies in the Chinese information field; sharing its enabling system, exporting methodologies summarized from its hard-tech investment and incubation experiences to help innovation teams bridge the gap from scientist to entrepreneur; and connecting ecological resources to facilitate the对接 of innovative成果 with LEGENDHOLDING's ecosystem, truly acting as a nexus for "industry-academia-research integration."

Under the guidance and support of the Chinese Information Processing Society of China, members of the committee will contribute their capabilities to form a collective force. They aim to contribute value by bridging technological innovation and industrial application in the Chinese information field, seizing strategic high ground in artificial intelligence, accelerating high-level self-reliance and self-improvement in science and technology, and developing new quality productive forces.
