Sichuan province has launched a comprehensive three-month action plan aimed at enhancing the skills and job prospects of its young workforce, targeting graduates and other youth. The initiative, named "Skill Enhancement, Employment Promotion," runs from August to October and focuses on a critical period for job-seeking and skill development, seeking to facilitate high-quality employment for this demographic.
The provincial government has introduced a series of policy measures, including notices on youth employment and skill training, to support this effort. These policies revolve around expanding job incentives, improving skills, and providing safety-net assistance. The Human Resources and Social Security Department has emphasized training as a key tool for employment, incorporating practical job-seeking training and industry-specific programs, integrating AI-driven content, and offering skill-upgrading classes tailored to key industrial chains.
Local cities have responded with diverse training programs. Guang'an has launched specialized courses in drone piloting, e-commerce live streaming, and AI training. Neijiang has unveiled a public training plan for August to October covering emerging and practical occupations, along with job-seeking guidance services. Leshan is hosting the "Jiazhou Skills Summer Camp," using its digital platform to gather training interests and inviting human resources firms and key employers to participate, amassing over 1,000 job openings.
So far, the province's first batch of training includes 306 classes, expected to serve over 12,000 participants. The training is divided into three categories: job-seeking skills training, skill experience workshops, and new-field specialties. Job-seeking skills cover career positioning, resume building, interview techniques, workplace simulations, and company visits. Skill experience workshops offer micro-courses in short video creation, AIGC applications, new media operations, drone piloting, home organization, and patient companion roles. New-field specialties include courses on new energy vehicle maintenance, internet marketing, AI training, cross-border e-commerce management, and generative AI system applications. Courses in AI office tools, short video production, and drone piloting account for over 40% of the offerings.
The initiative adheres to a "training equals matching, graduation equals recommendation" approach. During training, job fairs are organized, engaging quality market-based human resources agencies for precise job matching. In Lushan County, the youth job-seeking skills training camp concluded with a "graduation plus recruitment" linkage, inviting 7 local companies with 45 positions to hold a special job fair, resulting in 12 immediate job intentions. This ensures a seamless transition from learning to employment.
Additionally, the program encourages trainees to pursue vocational skill certification and establishes employment tracking records. For those still unemployed within six months after training, the program will continue to offer career guidance and job referrals, weaving a comprehensive employment support network to help youth find their place in the job market.
