Gansu Province's Baiyin City, renowned as a storied industrial hub, is setting its sights on a transformative development agenda for the 2026-2030 period, according to Vice Mayor Ge Yonghong. The city's comprehensive strategy centers on a "Three Lands and One Pivot" framework, with a strong emphasis on cultivating new quality productive forces. This approach involves a synchronized push to modernize its industrial sector, distinguish its agricultural offerings, and elevate its service industry, creating a cohesive new system for economic advancement.
Nestled along the upper reaches of the Yellow River, Baiyin's identity is intrinsically linked to its mining heritage, having been established around its resource-based enterprises. The city, once celebrated for its dominance in copper production, held the national title for the highest output, value, and profits for 18 consecutive years, earning it the moniker "City of Copper." Today, its industrial landscape is robust, with large-scale industrial output reaching 131.8 billion yuan and the total value of its agricultural supply chain hitting 45 billion yuan.
The industrial sector is the bedrock of Baiyin's economy and the central arena for its transformation efforts. To infuse new energy into this traditional base, the city is pursuing an "Industrial Revitalization" strategy. This involves a focused push towards high-end, intelligent, and green development, accelerating the upgrade of conventional industries such as non-ferrous metals, chemicals, energy, and building materials. The goal is to help these established sectors flourish anew while simultaneously nurturing emerging industries from their nascent stages.
Beyond modernizing its traditional pillars, Baiyin is strategically positioning itself for future growth. The city is aggressively expanding into new frontiers, bolstering sectors like advanced materials, new energy, biomedicine, equipment manufacturing, and the low-altitude economy to create a significant cluster of emerging industries in the province. Furthermore, it is staking a claim in future-oriented fields such as long-duration energy storage, artificial intelligence, and biomanufacturing, with an ambitious target of achieving an average annual growth rate of over 10% in industrial added value.
The Yellow River flows through Baiyin for 258 kilometers, and the city has capitalized on this with major irrigation projects, including the nationally acclaimed Jingdian system. This rich agricultural foundation underpins its "Agricultural Specialization" strategy, aiming to transform local specialty products into major industries. By applying industrial methodologies to farming, the city plans to implement grain yield enhancement projects, stabilize total grain production above 1 million tons, and ensure food security.
During the 15th Five-Year Plan period, Baiyin will concentrate on developing distinctive industries such as cattle and sheep, melons and vegetables, wolfberries, and miscellaneous grains. The target is to surpass 60 billion yuan in output value. Ge Yonghong also highlighted efforts to strengthen regional public brands like "Jingyuan Lamb" and "Jingtai Tiaoshan Pear," enabling more of Baiyin's quality agricultural products to reach national markets.
Leveraging its status as a national pilot for modern commercial distribution, Baiyin is building a contemporary logistics network. This includes enhancing industrial services such as R&D and testing, improving the quality of consumer services, and promoting its tourism brand, "Above the Yellow River, Colorful Baiyin." This "Service Quality Enhancement" strategy is designed to convert soft support into tangible economic strength.
Looking ahead, Ge Yonghong expressed that Baiyin will drive the deep integration of technological and industrial innovation, guided by new-style industrialization and the coupling of primary, secondary, and tertiary industries. The city is committed to accelerating the construction of a modern industrial system, forging a unique "Baiyin Path" for the transformation of traditional industrial bases.
