On February 26, PanZhihua held its first major meeting of the new year—the 2026 Conference on Deepening the Construction of a Common Prosperity Pilot Zone. It was noted that the meeting placed significant emphasis on new energy development projects. Efforts will focus on building key projects such as the Sichuan-Yunnan Intelligent Computing Center, actively exploring the integrated development of "green electricity + computing power," promoting the transformation of green electricity into green computing power, and better turning resource advantages into development and competitive edges.
The year 2026 marks the beginning of the 15th Five-Year Plan. Centered on advancing projects and expanding investment, the meeting proposed "Four Anchors": improving the success rate of project applications, increasing the rate of project commencement and construction, enhancing the rate of project completion and operation, and boosting the rate of reaching full production capacity. These measures aim to "wholeheartedly build a solid core support for economic growth."
This year, PanZhihua will efficiently plan and apply for high-quality projects. While continuing to strengthen traditional infrastructure, mineral development, and manufacturing, the city will focus on the "three new priorities"—new infrastructure, new quality productive forces, and new urbanization. Based on local conditions and current trends, PanZhihua plans to package a batch of high-quality projects that align well with policies, have strong leading and driving effects, and offer comprehensive benefits, striving to include more projects in national and provincial support lists.
According to statistics, among the 259 new investment projects signed by PanZhihua last year, 221 have already commenced construction, while 38 remain at the agreement stage. PanZhihua has proposed that for projects not yet started, each should be reviewed and diagnosed individually to identify the root causes. Based on the findings, collaboration with investing enterprises will be strengthened, and targeted measures will be taken to resolve difficulties and bottlenecks, ensuring that all signed projects start construction as soon as possible.
To improve the completion and operation rate of projects already under construction, PanZhihua will thoroughly implement the mechanism of linking city and county leaders to key projects, clearly defining responsibility at each level. Efforts will include "moving the office desk under the crane, holding coordination meetings at construction site sheds, and addressing issues related to energy supply, labor shortages, financing, raw material supply, and permit processing promptly and on-site," all to accelerate project completion and operation.
For projects that have already been completed, PanZhihua will diligently support the resumption of work and production after the Spring Festival holiday. Through point-to-point services and one-on-one guidance, practical issues such as labor, financing, and raw material supply will be coordinated and resolved to ensure that production and operations return to normal and run smoothly as quickly as possible.
Additionally, it was noted that the meeting particularly emphasized new energy development projects, stating that these will further highlight the role of new energy development as a key driver and support in economic development and construction. The goal is to achieve early project filing, commencement, and completion, turning "planned capacity" into tangible increments that drive investment and support development. Efforts will focus on building landmark projects such as the Sichuan-Yunnan Intelligent Computing Center, actively exploring the integrated development of "green electricity + computing power," promoting the transformation of green electricity into green computing power, and better leveraging resource advantages for development and competitiveness.
