Shihua Street's Party-Building Leadership Tackles Key Livelihood Issues Through "Competition and Empowerment" Initiative

On December 18, the Shihua Street in Jinshan District concluded its 2025 cadre development program with a review session of the "Competition, Empowerment, and Precision Governance" capacity-building campaign. Over 47 annual events systematically advanced under Party-building leadership, enhancing cadres' capabilities, motivation, and cohesion while injecting sustained momentum into modern grassroots governance.

This year, Shihua Street prioritized Party-building guidance, aligning with contemporary governance demands through a structured cadre training plan. The initiative featured four key components: 1. **Strengthening Party Foundations & Showcasing Achievements** 2. **Mastering Multidisciplinary Skills & Demonstrating Governance Excellence** 3. **Leading with Responsibility & Deepening Practical Learning** 4. **Reinvigorating Public Service & Delivering Tangible Results**

The program emphasized hands-on experience, urging 55 mid-level and young cadres to step beyond their "comfort zones" via cross-sector research. Their findings on property governance, public complaint resolution, and elderly care economics provided critical policy insights. Younger cadres showcased their skills through TED talks, short video contests, and theatrical performances, broadening their competencies.

Innovative Party education formats emerged, including six观摩会 (observation sessions) at the "Binhai Shihua" Party Secretary Studio, featuring poetry recitals, skits, and Q&A to make Party theories more accessible. The community service center launched five "neighborhood ideological courses," bringing Party innovations closer to residents.

The street also organized seven thematic competitions—spanning grid management, property service upgrades, and emergency drills—to bolster interdepartmental coordination. Addressing pressing issues like property fee adjustments and non-motorized vehicle parking, eight governance benchmarks were identified, with three becoming replicable case studies.

Through forums like "Think & Research," the "Binhai Shihua" studio effectively resolved public concerns, including elevator retrofits and charging station installations. Moving forward, Shihua Street will deepen Party-building integration to further refine grassroots governance.
