Transforming Derelict Mines into Assets: Shuangyashan's Innovative Approach

How can a region fully revitalize the resources of abandoned mines to empower local development? In recent years, Shuangyashan City has closely followed provincial directives to treat mine rehabilitation as a key measure for strengthening northern China's ecological security barrier.

Adhering to a development philosophy centered on ecological restoration, industrial empowerment, and public benefit, the city has successfully transformed former environmental liabilities into green assets. Currently, Shuangyashan has established eight nationally recognized green mines, accounting for 36% of the provincial total and ranking first in the region.

A flagship project in this effort is the Sanjiang Plain Historical Legacy Abandoned Mine Ecological Restoration Demonstration Project in Shuangyashan. With a total investment of 609 million yuan, the project has restored 507 designated areas covering 1,199.53 hectares.

During this process, Shuangyashan innovatively explored a "Mining+" integrated industrial development model. By fully activating idle land and industrial heritage resources post-restoration, it has spurred accelerated growth in photovoltaic (PV) energy, agriculture, forestry, and cultural tourism sectors.

Mining + Photovoltaics: Building a Clean Energy Base in Eastern Heilongjiang

Leveraging disused industrial land, Shuangyashan has systematically planned and deployed clean energy projects. A key project already operational is the Guoneng Shuangyashan Baoshan 80MW PV Hybrid Power Generation Project, with an investment of 401 million yuan.

This project has an installed capacity of 80MW, occupies 131.40 hectares, and includes 21 PV power generation units along with complete transmission lines and a booster station.

Additionally, Shuangyashan Xinhongteng New Energy Co., Ltd. has invested 72 million yuan to construct two 5.99MW photovoltaic projects on 18 hectares of idle land across three closed coal mines.

The city has also successfully attracted PV projects from companies like Qingyuan Photovoltaic, Three Gorges, and Runhua for comprehensive regional deployment. This clustering of PV industry projects is consolidating efforts to build a major clean energy base in eastern Heilongjiang.

Mining + Agriculture & Forestry: Creating a Circular and Efficient Modern Agricultural Model

Utilizing the high-quality land resources restored from mining areas, Shuangyashan is vigorously developing industries such as fruit cultivation and ecological breeding, constructing an agricultural system that is both ecologically circular and diversifies income streams.

In fruit cultivation, a 75-mu high-calcium fruit base has been established in Taibao Town, Sifangtai District, complete with supporting facilities for agricultural product sorting and deep-processing production lines to develop specialty products like juice and dried fruit.

In ecological breeding, the focus is on creating specialized breeding zones for meat donkey, cattle, and sheep farming. The "planting-breeding-manure returning to fields" green cycle system established by Shuangyashan fully utilizes abandoned industrial and mining land.

This approach achieves a dual breakthrough: the resource utilization of idle mine land and the quality and efficiency enhancement of modern agriculture.

Mining + Cultural Tourism: Converting "Ecological Scars" into "Tourism Hotspots"

Shuangyashan has invested 71.6234 million yuan in mine restoration and the construction of the Baoqing Feicui Lake Mine Pit Park. Building on the achievements of ecological rehabilitation, it has successfully turned former "ecological scars" into current "cultural tourism highlights."

Through a distinctive development model of "comprehensive ecological restoration + derivative product implantation + digital space transformation," the city has created the Baoqing Feicui Lake Mine Pit Park.

This park integrates ecological sightseeing, wedding photography, wilderness camping, forest wellness, leisure sports, and科普教育. It features eight functional zones, including a forest go-kart track, camping and wedding photography bases, and more.

To date, the park has received over 400,000 visitors, generating tourism revenue of 16 million yuan. Furthermore, Shuangyashan is linking resources such as Qingshan National Forest Park, Donghu Tourism Resort, and Ziyunling Scenic Area to create premium year-round cultural tourism routes.

It continues to improve supporting facilities like homestays, ecological trails, and viewing platforms, promoting the升级 of mining area tourism from simple sightseeing to comprehensive experiential and wellness vacations.

Mining + Research & Education: Building a Platform for "Two Mountains" Theory Practice

Shuangyashan has integrated resources from mine ecological restoration, energy science popularization, and modern agriculture to create immersive ecological research and education bases. It has successfully nurtured four provincial-level research practice education bases for primary and secondary school students.

The educational programs focus on topics like forestry/fruit agriculture and mining industry integration. By forming a collaborative community for ideological and political education across universities, secondary, and primary schools, the city regularly conducts ecological science普及 and practical labor activities, serving hundreds of students annually and creating an immersive "mobile ideological and political classroom."

These programs融合 interactive formats like on-site explanations, knowledge quizzes, creative painting, and team treasure hunts. They直观 showcase mine ecological restoration technologies and green development concepts, allowing students to experience firsthand the practical meaning of the principle that "lucid waters and lush mountains are invaluable assets."

This cultivates ecological protection awareness and builds a mine ecological research brand with both regional characteristics and科普 value. Relying on typical cases of mine ecological restoration, themed research activities named "Exploring Mine Rebirth, Appreciating Ecological Beauty" have been held 15 times so far, involving over 1,000 participants.
