Liaoning Province has launched a pioneering public service platform dedicated to quality e-commerce, marking a national first. This initiative is designed to propel the digital evolution of the region's traditional industries.

This development was announced at a press conference held by the Liaoning Provincial Government Information Office. The province is focusing on the core direction of quality e-commerce development, having created the nation's first product selection and evaluation standard system for this sector. The newly established platform covers multiple product categories and is adaptable to various scenarios, offering a practical model for quality e-commerce development across China.

The domestic e-commerce landscape is transitioning from a model that competed on price and traffic volume to a new phase emphasizing quality, brand building, and value enhancement. In line with this, national authorities have initiated actions this year focused on quality e-commerce and the deep integration of digital and real economies.

Liaoning has cultivated its e-commerce live-streaming industry for years, establishing a relatively mature ecosystem. Through sustained collaboration with major domestic e-commerce platforms and live-streaming agencies, the province has nurtured a batch of online-suitable products with local characteristics. This provides a solid industrial foundation for upgrading the province's e-commerce sector towards higher quality.

To proactively address enterprise needs, Liaoning has moved beyond traditional approaches by constructing a coordinated system combining the public service platform with new media accounts. Building on the launch of this first-of-its-kind platform, the province has introduced several other national innovations.

The press conference highlighted that Liaoning has pioneered a dual-database cultivation system consisting of a "Brand Library" and an "Incubation Library." Recognizing that enterprises face different service needs at various stages of their e-commerce marketing development, this system establishes a tiered service model to provide targeted, differentiated e-commerce support. This model is underpinned by the nation's first quality e-commerce product selection and evaluation standard system.

Specifically, businesses with an established e-commerce foundation can enter the "Brand Library" to connect with premium hosts and well-known e-commerce institutions, thereby expanding online sales channels and enhancing brand influence. For brands that are just starting out or whose online sales are not yet mature, they can join the "Incubation Library." This provides data diagnostics and operational guidance for new e-commerce products, using market demand to guide enterprises in optimizing production and adopting flexible manufacturing. This approach aims to cultivate distinctive local e-commerce brands in a stepwise manner and drive the digital transformation of traditional industries.

Following the official launch of the Liaoning Quality E-commerce Public Service Platform, the province will promptly organize local enterprises to register. Businesses can apply for entry by searching for "Liaoning Quality E-commerce Public Service Platform" on WeChat's mini-program platform. Application materials will undergo a four-tier review process to strictly verify business qualifications and product quality, ensuring a solid foundation for consumer trust. Approved brands will have their names publicly listed on the platform.

The entire application process is supported by an AI-powered customer service system and an online feedback mechanism to assist enterprises with issues related to document submission and procedural inquiries, significantly enhancing the convenience of platform registration.
