[Click to register] (Source: Century Energy Storage) On October 13, the Jiangsu Power Exchange Center officially issued the "2027 Jiangsu Electricity Retail Market Trading Work Guidelines," which explicitly cancels requirements such as the fixed-price electricity volume ratio, the spot market price linkage electricity volume ratio, and the proportional sharing method, and focuses on promoting the transmission of electricity energy prices to wholesale market prices.

Retail users and electricity sales companies may, according to whether time-of-use pricing applies, agree on floating prices and monthly sharing fee coefficients based on wholesale market prices: Retail package electricity energy price = wholesale market price + floating price + K sharing × monthly sharing price. The wholesale market price is determined by the overall time-of-use electricity energy purchase volume and price level of all electricity sales companies in the wholesale-side medium- and long-term market, day-ahead market, and real-time market, and is an exogenous variable published monthly.

The floating price is independently agreed upon by the electricity sales company and the user. In essence, it is a service fee or markup/discount, and is no longer a fixed unit price that can be used to bet on market movements. The monthly sharing price mainly includes three categories: P sharing 1: the average per-unit electricity price shared for the current month's cost compensation expenses of electricity sales companies across the province. P sharing 2: the average per-unit electricity price shared and returned for the current month's imbalance expenses of electricity sales companies across the province. P sharing 3: the average per-unit electricity price returned for the current month's market adjustment expenses of electricity sales companies across the province.

At the same time, the electricity energy cap price mechanism will be optimized, and a new cap price formula will be implemented: Electricity energy cap price = retail package reference price + F × wholesale market price + monthly sharing price. This comprehensive market-oriented adjustment of the retail-side price mechanism and the full transmission of wholesale and retail prices mean that peak-valley price spreads will no longer be locked in by policy, but will fluctuate dynamically with supply and demand in the wholesale market. This will have a short-term impact on the traditional profit logic of commercial and industrial energy storage. The original text is as follows:
