In mid-October, walking into Jiulongshan Village, Tonggu Township, Yilong County, Nanchong City, more than 1,000 mu of standardized mulberry gardens stretch out in lush green, with 20 silkworm-rearing greenhouses scattered across the landscape. Not far away, at the deep-processing plant of leading enterprise Sichuan Bubisi Organic Agriculture Technology Co., Ltd., automatic silk-reeling machines hum at high speed, producing 6A-grade raw silk continuously that heads straight to European and American markets. This year, Yilong County allocated 15 million yuan in normalized support funds to specifically guarantee infrastructure construction for the sericulture industry, pushing the traditional silkworm and mulberry sector from "single-link development" toward "full-chain value addition." "With policy backing, all we need to do is focus on raising silkworms with peace of mind." A growing number of silkworm farmers now dare to take risks and take the lead, becoming the main actors in industrial development.
2026 marks the first year of normalized support. Sichuan has firmly grasped industrial support as the "key move," applying precise measures and multi-dimensional efforts to effectively drive industrial support from concentrated攻坚 toward normalized and long-term effectiveness.
Building the Circle and Strengthening the Chain: One Goat and One Leaf of Tea, Focused on Raising Value
A single Nanjiang Yellow Goat sells for more than 1,400 yuan at market price. But after deep processing and being "squeezed dry" into various products, it can sell for over 3,000 yuan. The doubling of value relies precisely on the chain of deep processing for agricultural products. "With the upgraded production line, we can produce at least 30,000 bottles of lamb sauce per day, with efficiency more than tripled compared to before, laying a solid capacity foundation for expanding into larger markets," said Chen Hao, general manager of Sichuan Dejian Nanjiang Yellow Goat Food Co., Ltd. Nanjiang Yellow Goat has shifted from "selling raw materials" to "selling products," achieving a value leap. "Focusing on full-chain development, we are solidifying the seed industry chain, expanding the breeding chain, filling gaps in the processing and forage chain, and strengthening the brand marketing chain," said a responsible person from the Agriculture and Rural Affairs Bureau of Nanjiang County, Bazhong City. Over the past five years, the county has built 2,295 moderately scaled breeding bases, raising the scale rate to 72%, driving an average income increase of 38,000 yuan per household among breeding farmers countywide.
In recent years, Sichuan has focused on filling shortcomings in processing, cold chain, and logistics in poverty-alleviated counties, implementing a special initiative for deep processing of agricultural products and supporting 35 poverty-alleviated counties to increase production and expand capacity in support industries. Keeping processing links in counties and townships as much as possible allows people to work nearby and products to sell for more money—this calculation makes sense. The Mabian Tea Modern Agricultural Park is a four-star modern agricultural park in Sichuan Province, with Fulai Village in Laodong Township as its core area. "In the past, growing tea meant relying on the weather. Now the park unifies varieties, standards, and management, and fresh leaves are booked before they even leave the mountain," said Zhou Hengzhi, Party secretary of Fulai Village, standing on the viewing platform and citing a string of figures: the park's mechanization rate has reached 75.1%, with annual output of over 1,500 tons of fresh leaves and an output value of 30 million yuan. Villager Yang Dezhi counted on his fingers and tallied up the income gains: "Land transfer brings rent, working in the park brings wages, selling fresh leaves to enterprises brings cash, and there are dividends at year-end. One plot of land can earn several streams of income." In Sichuan's poverty-alleviated areas, 115 national and provincial-level modern agricultural parks and 92 national and provincial-level strong industrial towns have been cultivated, and a pattern of "cluster leadership, park-driven development, and strong-town support" is accelerating into shape.
Sharing Dividends: Embedding the People in the Industrial Chain to Share Value-Added Returns
Inside standardized vegetable greenhouses, chili peppers hang heavy on the branches. When a reporter recently visited the high-mountain summer facility vegetable industrial park in Butuo County, Liangshan Prefecture, local villager Ami Tuga was busy picking among the rows. This vegetable industrial park at an altitude of about 2,500 meters once slowed local people's pace toward increasing income and becoming prosperous because of "low temperatures causing slow crop growth." Last year, the locality brought in 15 vegetable enterprises, invested over 100 million yuan to build more than 3,600 mu of summer facility greenhouses, and the villagers' account books were suddenly rewritten.
The dividends of industrial development must ultimately reach the people. In recent years, Sichuan has treated linking farmers and bringing them along as the yardstick for testing the effectiveness of industrial support. On the pasture of Ganzi County Kangbala Green Food Co., Ltd. in Ganzi Prefecture, Tibetan herdsman Xirao Pengcuo from Ecuo Village, Xiaxiong Township, Ganzi County, skillfully mixes forage. He is a free-range farmer, an industrial worker, and also a "shareholder" of the company. "In the past, selling cattle meant being undercut by middlemen. Now orders guarantee a floor price, and I can also receive dividends from shares." The reason for the change comes from a diversified linkage mechanism of "order purchasing + share dividends + employment + skills training"—Kangbala Company signs long-term purchasing orders with breeding households; encourages herders to invest yaks and land as shares in the enterprise; and has established linkage mechanisms with 19 village collectives, paying more than 390,000 yuan in dividends each year. "Going from 'cattle seller' to 'shareholder' is the key turning point in our industrial support," said Ya Wentao, director of the Ganzi County Agriculture, Animal Husbandry, Rural Affairs and Science and Technology Bureau. Through equity ties, dispersed breeding households and leading enterprises have formed a community of shared interests. Herdsmen gain asset-based income beyond breeding income, and 7,500 herder households have each increased annual income by more than 3,500 yuan.
Led by leading enterprises and supported by the cultivation of market entities, the people are embedded in the industrial chain and share in value-added returns. In the 161 counties with normalized support tasks, Sichuan has cumulatively cultivated 88,800 farmers' cooperatives and 263,000 family farms, developed 308 agricultural industrialization consortiums, and driven more than 2.4 million support recipients to steadily increase income. In addition, Sichuan has made close interest-linkage mechanisms such as order production, share cooperation, and industrialization consortiums mandatory conditions for applying for major provincial-level agriculture-related projects.
