Yunnan Province Drives Manufacturing Digital Transformation Through Coordinated 'Point-Line-Area' Strategy

In recent years, Yunnan Province has positioned digital transformation in manufacturing as a pivotal element of its industrial strengthening strategy and a top priority for building a modern industrial system. The province has consistently advanced the construction of digital information infrastructure, deepened the enabling role of information and communication technologies, strengthened network and information security safeguards, and accelerated the development of the industrial internet. The digital transformation of manufacturing, based on the industrial internet, has become a crucial enabling factor and driving force for high-quality development in the sector.

To date, the province has officially recognized 54 industrial internet demonstration platforms and 40 benchmark enterprises in digital transformation. It has established 4 top-tier smart factories and 55 advanced-level smart factories, and has deployed a series of industry-specific large models represented by Yunnan Baiyao (Leigong), Weiqiao (Zhilyu), and Guilin Platinum (Platinum). The smart factory of Yunnan Baiyao has been selected as the first "Lighthouse Factory" in the global traditional Chinese medicine and health products field. Yuntianhua has been included in the national-level manufacturing digital transformation promotion center. Furthermore, Kunming City and Qujing City have successively been selected as pilot cities for national small and medium-sized enterprise digital transformation, while Kunming City and Yuxi City have successfully been designated as pilot cities for new technological transformation in manufacturing.

Currently, the Provincial Department of Industry and Information Technology and nine other departments have issued the "Yunnan Province 'Artificial Intelligence + Manufacturing' Special Action Plan." Moving forward, with "AI + Manufacturing" as a key direction, efforts will be grounded in Yunnan's industrial reality to identify strengths, strategic focus areas, and points of leverage. The goal is to drive deep application of artificial intelligence technology, striving to build more than 5 distinctive vertical large models, over 50 lightweight small models, promote more than 50 typical application scenarios, and establish 3 artificial intelligence innovation centers and 2 industrial data annotation bases.

It is understood that for the 15th Five-Year Plan period, the province will exert coordinated force from points, lines, and areas, using projects as the driver and application scenarios as the breakthrough. Centering on key industries such as non-ferrous metals, rare and precious metals, green chemicals, biomedicine, electronic information manufacturing, and advanced equipment manufacturing, the province will organize and implement a batch of key digital-intelligent transformation projects, build a group of benchmark enterprises and smart factories in digital transformation, and promote a series of lightweight small models and replicable solutions.

Using platforms as support and chain-wide transformation as the method, the province will coordinate the promotion of holistic chain-wide digital transformation for large, medium, and small enterprises. It will integrate efforts to advance the construction of relevant platforms like manufacturing digital transformation promotion centers and industry-specific industrial internet platforms. Expanding scenario applications and strengthening industrial synergistic empowerment will facilitate a shift from "point breakthroughs" at individual enterprises to "chain-wide enhancement" across entire industrial chains.

With public services as the foundation and inclusive empowerment as the orientation, the province aims to build provincial-level digital-intelligent transformation public service platforms and artificial intelligence innovation centers. These will integrate data chains, innovation chains, industrial chains, and supply chains to provide one-stop services including assessment and diagnosis, "small, fast, light, and precise" digital transformation products, and tailored digital transformation solutions, thereby promoting the widespread coverage of digital-intelligent transformation across the entire manufacturing sector in the province.
