Shandong's Generative AI Service Filing Total Reaches 49, with Haidai Public Opinion Large Model Completing Filing

Recently, to further promote the innovative development and standardized application of generative artificial intelligence in Shandong Province, the Shandong Provincial Cyberspace Administration, in collaboration with relevant departments, released a filing information announcement for generative AI services according to the requirements of the "Interim Measures for the Management of Generative Artificial Intelligence Services."

As of August 4, Shandong has added five new filed products, including the Haidai Public Opinion Large Model and Zhidatengfei, bringing the total number of generative AI services that have completed filing in the province to 49. This milestone marks a further acceleration in Shandong's push for the standardized and transparent development of the AI industry, and also provides a typical example for the application of vertical industry large models.

It is reported that in July 2023, the National Internet Information Office, together with the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the National Radio and Television Administration, announced the "Interim Measures for the Management of Generative Artificial Intelligence Services," which took effect on August 15, 2023. In April 2024, the National Internet Information Office issued the "Announcement on Publishing Filing Information for Generative AI Services," clearly stating that to promote the innovative development and standardized application of generative AI services, the cyberspace administration, together with relevant departments, would conduct filing work for generative AI services in an orderly manner in accordance with the "Interim Measures." Generative AI applications or functions already launched should publicly display the use of filed generative AI services in a prominent location or on the product detail page, noting the model name and filing number.

Shandong Province strictly follows national requirements, with the Provincial Cyberspace Administration, along with relevant departments, conducting filing work in an orderly manner. The five newly added services in this batch cover multiple scenarios such as public opinion analysis and enterprise services, not only enriching Shandong's AI service ecosystem but also further strengthening industry standards with "filing for verification and numbers for traceability."

Within this batch of filings, the Haidai Public Opinion Large Model developed by the Shandong Internet Media Group has attracted significant attention. As Shandong's first vertical industry public opinion large model and public opinion intelligent agent, this model is built independently by the group, leveraging massive data resources accumulated over more than a decade of deep involvement in the public opinion field, combined with open-source large model technology. It achieves functions such as invalid data filtering, sentiment analysis, automatic summarization, opinion clustering, intelligent report generation, and intelligent Q&A, empowering the entire process of public opinion monitoring, early warning, analysis, judgment, and response. Additionally, two applications—intelligent report generation and a public opinion intelligent Q&A assistant—have been embedded into the group's existing big data analysis platform, achieving a seamless "model + platform" coupling and driving the public opinion industry toward intelligent transformation.

In terms of technical support, the project has collaborated deeply with leading internet companies like Baidu, Tencent, and 360, collecting over 30 million pieces of information from the entire network daily as continuous training data. It also utilizes the group's 14 years of accumulated historical data and multi-level industry application scenarios for fine-tuning. Through training on tens of millions of public opinion samples, learning from tens of thousands of high-quality analysis reports, and aggregating millions of characters of judgment suggestions, the model continuously iterates in semantic understanding, trend prediction, and strategy recommendation, driving network public opinion analysis from a manual experience-driven model to a leap toward "intelligence + automation."

In terms of filing numbers, Shandong has accumulated a total of 49 filed generative AI services, covering multiple fields such as media, government affairs, and education, with increasingly diverse industrial application levels, placing it at the forefront of the country. Going forward, Shandong will continue to implement national deployments, improve the filing service process, and encourage more large models based on domestic platforms and deeply focused on specific scenarios to accelerate implementation. This is intended to promote innovation through standardization, enhance trust through transparency, and inject new momentum into building a strong digital province.
