Recently, Jinyun County Emergency Management Bureau imposed an administrative penalty on Yanjing Beer (Zhejiang Xiandu) Co., Ltd., imposing a fine of 13,000 yuan for the company's failure to take measures to eliminate accident hazards.
According to the administrative penalty decision (Jinyun Emergency Penalty Decision [2025] No. 000022), on July 13, 2025, emergency management bureau enforcement officers discovered during an inspection of Yanjing Beer (Zhejiang Xiandu) Co., Ltd. that the company failed to implement specialized management of door lock keys for the intermediate sedimentation tank containing toxic gases such as methane and hydrogen sulfide, and failed to implement effective physical isolation measures.
Upon investigation, the company's actions violated Article 12 of the "Safety Regulations for Confined Space Operations in Industrial and Trade Enterprises" (Emergency Ministry Order No. 13) and Article 41, Paragraph 2 of the "Work Safety Law of the People's Republic of China." Based on Article 102 of the "Work Safety Law of the People's Republic of China" and relevant provisions of the "Zhejiang Province Work Safety Administrative Penalty Discretionary Application Rules (Trial)," Jinyun County Emergency Management Bureau made the aforementioned penalty decision on August 29, 2025.
