Chengde Achieves Dual Wind and Solar Capacity Milestones Exceeding 10 GW Each

Chengde's total installed capacity of clean energy power has reached 24.315 gigawatts. Both its wind and solar power capacities individually exceed 10 gigawatts, with their combined capacity reaching 20.6 GW. Pumped storage capacity stands at 3.6 GW, meaning clean energy now constitutes 93% of the city's total power generation capacity. Annual electricity generation from these sources has reached 34.91 billion kilowatt-hours, accounting for 81% of the city's total power output. This achievement marks the successful realization of Chengde's goal to build a 10-gigawatt-level wind and solar power base, and the foundational establishment of a 10-gigawatt-level pumped storage peak-shaving cluster.

Located deep within the Yanshan Mountains in Fengning Manchu Autonomous County, 180 kilometers from Beijing, the world's largest pumped storage power station—the Fengning Pumped Storage Power Station—is now fully operational with its total capacity of 3.6 GW. Its 12 generating units operate continuously, pumping water to the upper reservoir during periods of low electricity demand and releasing water to generate power during peak hours, functioning like a massive "super battery."

"The journey from initial planning to full completion took nearly three decades," said Wu Guozhi, Director of the Chengde Development and Reform Commission. Chengde is rich in wind and solar resources but was long constrained by limited transmission capacity and insufficient energy storage infrastructure. "In the past, excess power generated on windy days couldn't be transmitted and had to be curtailed. Now, with the synchronized development of the pumped storage cluster and supporting grid infrastructure, green electricity has progressed from being 'generatable' to being 'effectively utilizable'," he added.

To accelerate the construction of its three 10-gigawatt-level clean energy power generation bases, Chengde is actively planning and promoting the development of the largest pumped storage peak-shaving cluster in Northern China. The Fengning station is now fully operational. Construction of the main project for the 1.2 GW Luanping pumped storage project is being accelerated. The 2.8 GW Longhua, 1.4 GW Xinglong, and 1 GW Kuancheng pumped storage projects have received official approval. The total scale of pumped storage capacity in the city—including operational, under-construction, and approved projects—has reached 10 GW, representing one-third of the provincial total.

Looking ahead, Chengde's clean energy development continues to gain momentum. This year, the city will advance 56 wind and solar power projects, aiming to add over 4 GW of new capacity. It will implement 15 independent energy storage projects, with the Weichang Daxigou wind-to-hydrogen project scheduled for commissioning within the year. Efforts will also be made to commence construction on the Chengde section of the Kangbao–Caofeidian hydrogen pipeline. Furthermore, the Pingquan 500 kV power transmission and transformation project is expected to receive approval, while the Longhua 500 kV project is slated for completion and operation within the year.
