Provincial commerce authorities must conduct secondary quota allocations for live livestock and sawn timber exports to Hong Kong and Macao, prioritizing companies with strong performance, reliable supply chains, and reputable brands. Allocation plans must be submitted to the Ministry (Foreign Trade Department) for record-keeping. 2. Guangdong and Shenzhen authorities must oversee wheat flour export quotas exclusively for Hong Kong and Macao, prohibiting re-export to other regions. Export licenses will specify "For Hong Kong/Macao only—no re-export." 3. Companies involved in severe workplace accidents in the past three years are barred from quota eligibility. Local authorities must enforce safety compliance. 4. A second quota allocation will occur by June 2026, based on utilization rates and applications.
