According to Zhitong Finance APP, on October 15, the Ministry of Industry and Information Technology (MIIT) officially released the "High-Value Scenarios of AI Empowering New Industrialization," providing a referenceable "industrial navigation map" for AI-driven new industrialization.
This navigation map was jointly compiled by multiple authoritative domestic research institutes and leading industrial enterprises, refined based on real industrial production practice data. It comprehensively covers 20 sub-sectors including petrochemicals, steel, automobiles, and consumer electronics, and includes over 1,000 standardized industrial AI application scenarios that can be directly implemented, fully covering the entire chain of industrial production from R&D, manufacturing, quality inspection, operations and maintenance, warehousing, energy consumption, safety, to supply chain.
In the front-end product R&D segment, scenarios mainly focus on intelligent parameter simulation, automatic structural optimization, and process pre-simulation, primarily suited for industries with high R&D costs and long testing cycles such as high-end equipment, automobiles, and aerospace, using AI technology to replace traditional physical testing, compress product development cycles, and reduce R&D investment.
In the mid-stream manufacturing segment, the focus covers scenarios such as intelligent production scheduling, closed-loop process control, and flexible production line scheduling, adapting to the current mainstream manufacturing model of multi-variety, small-batch, and customized production, solving the problems of low traditional production line scheduling efficiency and poor process stability.
In the back-end management and operations segment, it includes standardized scenarios such as machine vision intelligent quality inspection, predictive equipment maintenance, factory energy consumption optimization, safety production risk identification, and intelligent supply chain material matching, adapting to the daily production management needs of manufacturing enterprises across all industries.
It is reported that before the navigation map was implemented, domestic AI-empowered new industrialization efforts had already formed a complete supporting system. The MIIT has cumulatively carried out dozens of industry matchmaking activities, completed supply-demand matching between thousands of manufacturing enterprises and AI technology companies, established 18 national AI innovation application pilot zones, implemented nearly 200 industrial AI industry standards, and supported a national AI industry special fund of 60 billion yuan, building a four-dimensional support system of policy, funding, pilots, and standards for industrial intelligent transformation.
In recent years, China's AI-empowered manufacturing has progressed from pilot exploration to large-scale promotion, and then to deep full-chain integration, with new quality productivity efficiency accelerating its release. Particularly after "AI+" was elevated to a national strategic initiative, under the guidance and incentives of a series of policies, the integration of AI and manufacturing has achieved a qualitative leap. As of the first half of 2026, the penetration rate of AI technology application among China's above-scale manufacturing enterprises has exceeded 30%, with AI penetration in leading factories surpassing 70%, and more than 56,000 basic-level smart factories have been built cumulatively.
However, the AI applications of a large number of enterprises still remain at single-point stages, such as quality inspection and scheduling, and have not yet achieved full-process intelligent reshaping. Some experts divide manufacturing AI applications into three stages: the first stage is providing decision-making suggestions; the second stage is introducing new production methods at single points such as logistics and quality inspection; the third stage is AI reshaping the entire production process. Currently, most enterprises are still in the second stage, with very few truly entering the third stage.
Looking ahead, with the deepening advancement of the "Model-Data Resonance" initiative and the implementation of the "AI + Manufacturing" special action, it is expected that by 2027, more enterprises will move from single-point intelligence to full-process intelligence. Morgan Stanley predicts that during the decade from 2026 to 2035, China's manufacturing industry will usher in a capital expenditure super-cycle, with the Industry 5.0 transformation bringing approximately $12 trillion in incremental industrial investment, driving China's manufacturing from scale expansion as the "World's Factory" to a technology-autonomous, intelligently iterative, globally leading "Global Industrial Operating System," becoming an important new engine for China's real economy growth in the post-real estate era.
From the perspective of capital investment structure, investment precisely focuses on three core tracks of Industry 5.0: First, new industrial infrastructure investment of $0.5 trillion, focusing on industrial-specific computing power, industrial power supporting facilities, industrial internet foundations, and intelligent sensor networks, providing underlying hardware and software support for the implementation of physical AI factories and filling the shortcomings of smart manufacturing infrastructure. Second, existing factory intelligent transformation investment of $5.5 trillion, the largest investment sector over the decade, comprehensively covering equipment renewal, production line upgrades, industrial software replacement, and automation transformation for traditional manufacturing enterprises, completing the digital and intelligent iteration of massive traditional factories in China. Third, strategic emerging capacity construction investment of $6.0 trillion, focusing on strategic tracks such as semiconductors, high-end new materials, humanoid robots, new energy high-end equipment, and precision manufacturing, building core Industry 5.0 industrial clusters.
Huatai Securities believes that under new industrialization, three categories of investment opportunities should be noted: First, mid-to-high-end manufacturing going global, namely the high-end, branded, and globalized layout of advantageous industries, with core indicators being comparative advantage and market share; Second, supply chain reinforcement and strengthening, namely import substitution of emerging industries, with the core indicator being domestic production rate; Third, forward-looking layout of emerging and future industries, namely meeting the digitalization and intelligence requirements corresponding to the main direction of new industrialization, with the core indicator being penetration rate. It is recommended to pay attention to tactical opportunities in fields such as electronics, machinery, software, automobiles, servers, medical devices, chemicals, and rare earths under new industrialization.
