On July 22, the Shanghai Municipal People's Government released the "Shanghai 'Fifteenth Five-Year Plan' for Accelerating the Construction of an International Shipping Center."
The plan outlines the development of distinct, specialized shipping service clusters across different districts. The Yangshan-Lingang area will advance higher-level opening in the shipping industry, aiming to become a demonstration zone for shipping reform and innovation. The Waigaoqiao area will deepen the integration of port and free trade zone functions, establishing a high-capacity international procurement, distribution, and delivery center while developing a cruise-specialized industry.
The Lujiazui-Expo area will enhance the construction of shipping industry spatial carriers and public service platforms, solidifying its role as the core zone of the international shipping center. The North Bund area will focus on developing shipping headquarters economy, cruise economy, and high-end shipping services, building an international shipping integration and innovation functional zone.
The Wusongkou area will deepen the construction of the China Cruise Tourism Development Demonstration Zone, striving to build a leading Asia-Pacific cruise homeport and cruise operation headquarters base. The Pudong International Airport and its surrounding region will concentrate on creating an international aviation city, integrating functions of air transport, aviation manufacturing, and commercial, tourism, cultural, and exhibition activities to establish a high ground for aviation industry agglomeration.
The plan also calls for focusing on the quality upgrade and enhancement of the Hongqiao Airport Economic Demonstration Zone, aiming to build it into a headquarters base for aviation enterprises, a cluster for high-end airport-related services, and a headquarters agglomeration zone for the Yangtze River Delta low-altitude economy.
