Bank of China President Zhang Hui Delivers Keynote at 2026 Lujiazui Forum

From June 17th to 18th, Bank of China President Zhang Hui attended the 2026 Lujiazui Forum in Shanghai. He delivered a keynote speech at the sub-forum titled "Technological Innovation Empowers High-Quality Financial Development," focusing on the theme of "Technological Innovation Drives Financial Transformation, Artificial Intelligence Empowers High-Quality Development."

Zhang Hui stated that the deep integration of technological innovation and financial transformation is currently underway, with artificial intelligence comprehensively reshaping the development paradigm of the banking industry. In terms of service models, AI is altering the information interaction system between banks and clients, promoting the creation of inclusive, professional, and personalized digital financial services. Regarding value creation, AI is deeply embedded in various segments such as marketing, risk control, and operations, achieving cost reduction, efficiency improvement, risk control, and expanding the space for value creation. In management models, the deep application of AI necessitates a systematic restructuring of organization, talent, governance, and risk control.

Zhang Hui pointed out that the implementation of artificial intelligence is a systematic project. To achieve digital and intelligent transformation, four key questions must be answered. First, clarify the development strategy to define "what to do," adhering to business-driven, demand-led principles, and prioritizing high-frequency, repetitive, and standardized scenarios as entry points. Second, grasp the key elements to secure "what to use," focusing on computing power, algorithms, and data, leveraging the domestic intelligent computing industry, open-source ecosystems, and the bank's vast data resources to solidify the foundation, effectively utilize models, and realize value. Third, persist in the integration of business and technology to understand "how to do it," cultivating a composite talent pool and agile organization, adhering to the principle of "small incision, great depth," and carrying out innovation in a steady and orderly manner. Fourth, improve the governance framework to delineate "the boundaries of action," following laws, regulations, and supervisory requirements, and establishing a robust security protection system to ensure that AI applications are safe, reliable, and controllable.

Zhang Hui expressed that, aligned with the goal of high-quality financial development, Bank of China has positioned artificial intelligence as a key development strategy, constructing a "326" global AI empowerment system that forms application capabilities covering all domains and multiple scenarios. The system is based on three platforms—computing power, technology, and data—to solidify the group's digital and intelligent foundation. It centers on two core mechanisms—agile empowerment and security governance—to focus on building a centralized and efficient BOCAI empowerment system and a secure and controllable governance system. It prioritizes six paradigms, including intelligent Q&A and report generation, to create application scenarios that connect domestic and international operations. Bank of China will continue to advance its digital and intelligent transformation, achieving new development and making new contributions in supporting the construction of a financial powerhouse and serving the broader context of Chinese modernization.

This year's forum was held under the theme "Financial Development and Cooperation under the Global Governance Initiative: New Vision, New Challenges, and New Opportunities." Participants engaged in in-depth exchanges on topics including global financial governance, capital market development, and financial technology.
