Industrial Powerhouse Town Embarks on Intelligent Manufacturing Journey

In the Binhai New Area of Tianjin, Zhongtang Town is witnessing local enterprises rapidly advance into the field of intelligent manufacturing. At Zhengfang Technology Development Co., Ltd., General Manager Li Yi pointed to a newly installed production line for intelligent vehicle-mounted workover robots currently undergoing debugging. "The market waits for no one. By setting up the robotic production line in a leased facility, we not only cut costs but also significantly reduced approval times," Li explained. Thanks to the town's favorable industrial park environment, the company has secured a crucial window for development.

Workover operations are a key aspect of oilfield maintenance. As oil wells age, issues like scaling or sand accumulation in the wellbore arise. Traditionally, tasks such as replacing wellbore components relied heavily on manual labor, which presented safety risks and challenges in hiring workers. "The intelligent workover robot integrates automated workover processes with an intelligent interactive system; operations can be initiated with a single command," said Li Wenyi, deputy manager of the company's equipment division production center. The new product has reduced on-site personnel from six to two, achieved unmanned operations at the wellhead, improved operational efficiency by over 25%, and enhanced safety.

Zhengfang Technology, a local private enterprise nurtured in Zhongtang Town, has grown into a national-level "Little Giant" enterprise specializing in downhole operation technology, oilfield surface engineering, and workover equipment manufacturing. Recognizing shifts in the workover machinery market, the company decided in the latter half of 2025 to expand production of its intelligent workover robots but faced difficulties regarding factory space and land use. "Market opportunities are fleeting, yet the approval cycle was a significant concern," noted Ma Shasha, assistant to the co-CEO. The equipment update cycle for petroleum workover rigs is 3 to 5 years; focusing entirely on building a new factory could mean missing a critical market window.

Upon learning of the company's needs, Zhongtang Town proactively reached out. Finding that intelligent equipment assembly and debugging required ample space, the town identified suitable idle factory buildings within the industrial park, facilitating Zhengfang Technology's smooth entry. After the Spring Festival, equipment including laser cutting machines, CNC lathes, and tensile testing machines were progressively installed. The project is expected to achieve an annual output value of 180 million yuan.

Zhengfang Technology's experience exemplifies Zhongtang Town's active role in addressing enterprise needs and acting as a liaison. Many companies face common issues such as high capital investment for factory construction and inadequate supporting infrastructure, leading to funds being tied up in fixed assets and constrained production capacity. "Leveraging policies like urban renewal, we identify idle assets and factory areas to help introduce quality projects, transforming idle assets into valuable resources," said Li Yuan, full-time deputy director of the Dagang Economic Development Zone Management Committee in Zhongtang Town.

Guided by this approach, Zhongtang Town is actively cultivating and attracting enterprises with core competitiveness in specialized equipment, intelligent manufacturing, and new materials, boldly exploring the "intelligent" manufacturing track to inject new momentum into high-quality industrial development within the town.

A superior business environment has also been key for automotive hose manufacturer Tianjin Pengling Group Co., Ltd. to establish roots and thrive. Vice President Gao Xianhua stated that achievements such as receiving the title of Manufacturing Single Champion, expanding the parking lot from accommodating over 100 vehicles to more than 1,000, and hiring over 200 high-salary R&D personnel are all supported by the town's "butler-style" services.

Recently, Yu Changhai, general manager of Tianjin Yinghai Industrial Co., Ltd., has been busy coordinating product orders with clients. As a key project introduced to Zhongtang Town, the company's investment in the Yinghai High-Grade Steel Pipeline Project is progressing steadily. "From business registration and tax filing to project approval, land procedures, and construction permits, we have enjoyed one-stop services," Yu said.

Further innovative reforms are bringing new vitality to the high-quality development of this industrial powerhouse town. Wu Hao, executive deputy director of the Zhongtang Industrial Park Innovation Practice Base, took on a new role last year as Chairman of Tianjin Binhai New Area Dagang Economic Development Co., Ltd. This move breaks down barriers between different entities, facilitating coordinated efforts in land acquisition, consolidation, and transfer, revitalizing and managing enterprise-owned assets, and providing services for investment project implementation, thereby pooling resources and enhancing overall efficiency.

"Single flowers do not make a spring," as the saying goes. A vibrant "spring symphony" of progress is underway. According to Yan Ning, Party Secretary of Zhongtang Town, in 2025, the town achieved a total industrial output value of 13.226 billion yuan from scale-above enterprises, accounting for 30% of the total in the New Area's street-town sector and ranking first. The town successfully revitalized 9 idle factory sites, totaling 82,100 square meters, and landed 4 industrial projects covering 204.35 mu, which are expected to generate an additional 1.2 billion yuan in output value upon reaching full capacity.
