In May of this year, Jiayuguan Lanhai Automobile Transportation Co., Ltd. reported difficulties in securing insurance for its new energy taxis, which disrupted normal operations. The provincial "Three Focuses and Three Promotions" action office promptly transferred the issue to Jiayuguan City for resolution. Local authorities coordinated with relevant departments—including business environment development, transportation, operations management, and financial regulation—to hold a special meeting. They facilitated insurance coverage for new energy vehicles by opening underwriting channels and adjusting premiums within reasonable limits. As a result, all 69 new energy taxis in Jiayuguan are now insured and back on the road.
This case exemplifies Gansu Province’s ongoing efforts to deepen the "Three Focuses and Three Promotions" initiative, which aims to address pressing public and business concerns. Since the beginning of the year, provincial departments have treated public oversight as a crucial means to refine governance, serve communities, improve the business environment, and support enterprises. So far, 994 issues have been resolved, including clearing 1.49 billion yuan in overdue payments to individuals and businesses, while receiving 119 commendatory banners and thank-you letters.
**Tackling Development Bottlenecks** In December 2019, Gansu Lancheng Real Estate Development Co., Ltd. paid a 52.83 million yuan deposit to secure an 83.86-acre land parcel in Liangzhou District, Wuwei City. Due to incomplete infrastructure and policy changes, development became unfeasible, yet the deposit remained unrefunded as no formal land-use contract was signed. The Wuwei "Three Focuses" office intervened, facilitating negotiations between the company and local authorities. On July 28, the land auction agreement was annulled, and the full deposit was refunded by July 30.
Province-wide, 757 major issues affecting high-quality development have been prioritized, with 541 resolved. At the provincial level, 52 of 67 key tasks were addressed through targeted oversight and regular follow-ups. For instance, the provincial office resolved a historical dispute involving unpaid pension subsidies for 24,500 farmers displaced by the Pingtian Highway project, while also identifying similar arrears totaling 376 million yuan across seven other highway projects.
**Responding to Public Concerns** On December 11, Li Chunmei, a resident of Lanzhou’s Chengguan District, enjoyed breakfast cooked with natural gas—a recent upgrade from costly and hazardous liquefied petroleum gas (LPG). Previously, her family paid extra for manual LPG deliveries to their seventh-floor apartment, facing frequent shortages and safety risks.
The change followed a March 31 public complaint to the provincial office about 136 households in the Lanzhou Theater residential area relying on LPG. Coordinated efforts by city, district, and community authorities, alongside the gas company, culminated in pipeline installation by October 25, benefiting 285 households by November 11. Li noted savings of over 70 yuan monthly, alongside enhanced safety and convenience.
Such grassroots solutions reflect the initiative’s focus on housing, utilities, transportation, and wage arrears. Through measures like rapid response (10-day resolution deadlines) and interdepartmental collaboration, 479 urgent public grievances have been settled, boosting satisfaction.
**Enhancing the Business Environment** A recent provincial circular highlighted eight exemplary cases of business grievance redressal, including the delayed land delivery to Tianshui Baojing Environmental Recycling Resources Co., Ltd. After the company’s February 19 complaint about 52.17 acres of industrial land in Maiji District pending since 2021, coordinated action by city, district, and town authorities resolved the issue within two months.
The province has tackled 126 business obstacles, spanning unpaid arrears, resource access, and policy support. For example: - The Industry and IT Department recovered 179.73 billion yuan in overdue payments to SMEs across 28,685 cases. - Zhuanglang County, Pingliang, slashed a mushroom industrial park’s water costs by 400,000 yuan annually by sourcing affordable river water. - Linxia City streamlined outdoor sales permits, replacing weekly approvals with one-time filings to ease burdens on retailers.
Leadership oversight and rigorous tracking—including unfulfilled commitments from prior years—ensure accountability. Public and business complaints are widely solicited via hotlines and mailboxes, with stringent review mechanisms to guarantee results.
The growing tally of accolades underscores public approval for the initiative’s tangible outcomes. Moving forward, the "Three Focuses and Three Promotions" offices will continue systemic reforms, targeting sector-wide challenges to amplify public satisfaction and security.
