Guizhou Targets 260 Million Tons/Year Coal Production and Trial Operation Capacity by 2030

During the "16th Five-Year Plan" period, which is a critical time for comprehensively advancing the construction of a new energy system and helping to achieve the carbon peak goal on schedule, Guizhou Province will focus on building a new-type comprehensive energy industrial cluster, a coal supply guarantee center for Southwest China, and a regional power hub in the southwest. On January 12, at a press conference held by the Guizhou provincial government, Wu Jialai, Secretary of the Party Leadership Group and Director of the Provincial Energy Bureau, stated that the province will thoroughly implement the "Rich Ore, Refined Development" strategy, expand the total scale, optimize the structure, and enhance competitiveness to provide energy support for achieving the "dual carbon" goals.

First, focusing on building a coal supply guarantee center for Southwest China, Guizhou will promote strategic adjustments to the coal industry structure and product mix. The province will persistently drive the transformation of coal from a single fuel to both a raw material and fuel, addressing both the industrial structure and product mix of the coal sector. Adhering to the national principle of prioritizing open-pit mining, Guizhou will advance coal mine construction, increase coal washing, grading, and quality-based utilization efforts, and enhance the level of clean and efficient coal utilization. By 2030, the production and joint trial operation capacity of coal mines is targeted to reach 260 million tons per year, with dispatched raw coal output reaching 220 million tons.

Second, centered on building a regional power hub in Southwest China, the province will accelerate the construction of a new-type power system. This involves consolidating the foundational role of coal power for security, speeding up the construction of advanced coal power units, orderly promoting the replacement of small, older coal power units with larger, more efficient ones under the "replacing small with large" policy, implementing initiatives to lead and support the new energy industry, and actively introducing clean power from Northwest China into Guizhou to increase the proportion of green electricity. By 2030, the total installed power capacity in the province is expected to exceed 140 million kilowatts, with new energy capacity reaching 65 million kilowatts, accounting for 46.4% of the total.

Third, aiming to establish a highly efficient and coordinated production-supply-storage-sales system, Guizhou will promote the increase of reserves and production in the oil and gas industry. The province will coordinate the development and utilization of coalbed methane with comprehensive management of coal mine gas extraction, drive rapid growth in shale gas production, accelerate the construction of a unified provincial natural gas pipeline network, and continuously enhance oil and gas storage capacity and natural gas peak-shaving capabilities. By 2027, natural gas pipelines are planned to reach all 88 county-level urban areas in the province, achieving the "County-County Connection" target. By 2030, the output of unconventional natural gas in the province is targeted to reach 3 billion cubic meters.

Fourth, to ensure high-quality development underpinned by a high level of safety, the province will continuously strengthen the foundation of energy production safety. Focusing on preventing and curbing relatively large and above production safety accidents, Guizhou will intensify efforts in source governance, systematic governance, and comprehensive governance. It will enforce the responsibilities of energy regulatory departments and enterprises, maintain a high-pressure stance against illegal activities and violations, continually consolidate the grassroots foundation of coal mine safety production, and foster a favorable safety environment for the development of the energy industry.
