State-Owned Enterprise AI Hub Unveils Major Upgrade, Hosting Over 20,000 Open-Source Models

A significant upgrade to the state-owned enterprise artificial intelligence open-source ecosystem, known as the "Revitalization Community," has been officially launched.

Version 2.0 of the platform was introduced during the Enterprise AI High-Quality Development Forum at the 2026 World Artificial Intelligence Conference.

This community is a strategic initiative coordinated by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and spearheaded by China Mobile (CH: 600941), bringing together the collective strength of central state-owned enterprises and the broader industrial chain.

The upgrade signifies its evolution from a foundational phase focused on capability aggregation to a new stage dedicated to deep industrial empowerment.

Key Enhancements in the New Version

The Revitalization Community 2.0 features substantial upgrades across four core areas: foundational capabilities, scenario application, innovation competition, and talent development.

To enhance foundational capabilities, a new "Central Enterprise Data-Model Resonance Space" has been established.

This space introduces a novel mechanism for "authorized data entry, in-domain data processing, in-domain model training, full-process auditing, and value-based revenue sharing," aiming to unlock the deep-seated value of data ecosystems.

Furthermore, the platform has expanded its supply of intelligent computing power to 13 categories, with over 90% of adaptations supporting domestic chips, achieving industry-leading levels in both scale and variety.

Focus on Strategic Applications

In terms of scenario application, the community has upgraded or newly established six major industry zones aligned with national strategic priorities: communications, security, power, healthcare, rail transit, and transportation.

It has also released 100 high-value strategic application scenarios from central enterprises, creating replicable and scalable benchmark demonstration cases.

For fostering innovation, a new season of the "Revitalization Cup" AI Application Innovation Competition has commenced, adding more tracks focused on AI applications within specific state-owned enterprise industries to further deepen collaborative innovation among industry, academia, research, and end-users.

Regarding talent cultivation, alongside strengthening high-level talent incubation through the "Young Scientist Support Program," a new "Revitalization • Honghu" digital intelligence talent training system has been launched to deepen the integration of industry and education.

Building a Core AI Ecosystem Hub

The original Revitalization Community was first unveiled at the 2025 World Artificial Intelligence Conference by a consortium of 24 central enterprises, AI companies, research institutions, and industry organizations.

As the lead developer, China Mobile has continuously deepened community operations and industrial empowerment, leveraging its role in industrial leadership and ecosystem aggregation to position the community as a core hub for the domestic AI industry.

This effort is propelling "domestic chips and domestic models" from technical validation to large-scale application.

Recently, the autonomous AI ecosystem built by China Mobile on this platform was selected as one of the first batch of "Ten Landmark Scenarios" for central enterprises by SASAC, establishing it as a benchmark for promoting autonomous, controllable, and collaborative AI innovation within the state-owned sector.

Community Achievements and Future Trajectory

Over the past year since its launch, the Revitalization Community has focused on five key areas, including aggregating the open-source ecosystem for domestic chips and models and incubating core capabilities for an autonomous ecosystem.

To date, the community has opened access to over 2,000 units of domestic computing power, aggregated more than 20,000 open-source models and over 3,000 high-quality industry datasets, established six major industry zones, and served over a hundred central enterprises and universities in their application innovation efforts.

The launch of version 2.0 is a critical measure to implement the central enterprises' "AI+" special initiative and consolidate industrial innovation synergy.

It marks a comprehensive leap for the community, transitioning from capability aggregation to providing deep industrial empowerment.
