Insurers Mobilize in Guangxi as Red Flood Alert Issued, Catastrophe Insurance Claims Process Initiated

Persistent heavy rainfall triggered by Typhoon Maysak has caused severe flooding in multiple areas of Guangxi in recent days. On July 7, the region escalated its flood warning to the highest red alert level. Local emergency, fire, and water resources departments are fully engaged in rescue operations and the evacuation of affected residents.

The Guangxi Financial Regulatory Bureau has directed the local insurance industry to immediately activate major disaster emergency response plans. The entire sector is mobilizing rapidly and deploying resources on the front lines, aiming to build a robust financial safety net against disaster risks through swift response, simplified procedures, and on-site services. This effort is focused on ensuring the swift restoration of normal life and business operations for affected individuals and entities.

SUNSHINE INS (HKG: 06963) reported that from July 2 to July 4, its property and casualty insurance branches in Qinzhou, Beihai, and Fangchenggang, Guangxi, organized and implemented disaster warning and prevention measures. All staff were required to maintain 24-hour communication availability to ensure rapid reporting and handling of incidents. The company emphasized hazard inspections, conducting safety checks at its offices and service points, while simultaneously sending disaster prevention alerts to key clients such as fishing boats, hotels, shops, warehouses, and construction sites, proactively conducting risk assessments. Preparations for claims settlement were also made, including opening green channels for fast claims processing and proactively contacting affected clients to enable quick investigation, assessment, and compensation.

According to an official social media post from "People's Insurance," the Hainan branch of PICC Property and Casualty conducted targeted reminders for high-risk clients in coastal, low-lying, and riverside areas, advising on precautionary measures such as vehicle relocation, factory waterproofing, farmland drainage, and shed reinforcement. The Guangdong branch of PICC Property and Casualty utilized official social media accounts and dedicated claims channels to send over 200,000 warning messages.

Furthermore, focusing on core coverage areas like auto, commercial property, engineering, and agricultural insurance, local branches of The People'S Insurance Company (Group) Of China Limited (SSE: 601319) across the country are conducting comprehensive pre-disaster risk assessments. They are actively visiting clients to guide them in implementing disaster prevention measures, moving the risk reduction process forward.

According to the "Ping An P&C Guangxi" official social media account, Ping An Property & Casualty Insurance's Guangxi branch activated its major emergency incident response plan, establishing an emergency task force to immediately screen for customer claims reports. It also launched seven service measures, including proactive claims services, green channels for claims, rescue assistance, simplified procedures for accidental death claims, advance payments and fast fund transfers, medical expense advances, and policy-free claims services. Anyone, regardless of whether they are a Ping An customer, can call 95511 for support and assistance.

According to the "China Pacific Insurance" official social media account, China Pacific Insurance (Group) Co., Ltd. (SSE: 601601) has dispatched a disaster preparedness team of 11 key claims assessment specialists to support service centers in heavily affected areas like Nanning, Fangchenggang, Qinzhou, and Guigang. Simultaneously, CPIC's P&C branch in Guangxi has coordinated with partner rescue units and social rescue forces, deploying 58 rescue vehicles to key waterlogged areas and flood-prone road sections.

In line with the industry's mutual recognition mechanism for major disasters, the company is providing indiscriminate rescue for water-damaged vehicles, prioritizing personnel safety by relocating damaged vehicles to higher ground or secure storage areas. The branch has coordinated to establish 26 temporary vehicle storage sites in key disaster zones, covering a total area of approximately 26,000 square meters, for storing flood-damaged vehicles.

Additionally, for this disaster, CPIC has urgently opened green channels for claims and introduced seven service measures, including 24/7 claims reporting and consultation, proactive customer information checks, policy-free services, simplified claims procedures, removal of designated hospital and cost restrictions, simplified assessment procedures, and proactive provision of humanistic care.

Regarding the current status of claims and settlements for this flood, reports indicate that as of 1:00 PM on July 5, the Qinzhou branch of PICC Property and Casualty had received 69 claims, completed loss assessment on 4 cases with an assessed amount of 30,000 yuan, settled 2 cases, and paid out 10,600 yuan.

As of 2:00 PM on July 5, the Guangxi branch of China Life Insurance Company Limited (SSE: 601628)'s property and casualty unit had received 63 claims, with estimated payouts exceeding 1.1 million yuan. As of 8:30 AM on July 6, the Qinzhou Central Sub-branch of China Continent Property & Casualty Insurance had accepted 21 typhoon-related claims with an estimated loss of 530,000 yuan. As of 9:00 AM on July 6, the Guangxi branch of China Continent Insurance had received 206 auto insurance claims with estimated losses of 5 million yuan and 17 property insurance claims with estimated losses of 500,000 yuan, and had successfully rescued over 40 waterlogged vehicles.

Notably, on July 6, the Office of the Fangchenggang District Work Safety and Emergency Management Committee in Fangchenggang City issued a notice regarding organizing the claims application process for Guangxi's Catastrophe Insurance. It clarified that the insurance period for the Guangxi Catastrophe Insurance policy runs from November 28, 2025, to November 27, 2026. During this period, residents within the coverage area who suffer personal injury or death, house collapse or severe damage rendering the home uninhabitable, or damage to household appliances due to natural disasters or fires are eligible to apply for compensation according to regulations.

Scenarios covered for claims include personal injury or death, severe damage to houses (making them uninhabitable), and damage to commonly used household appliances like televisions, refrigerators, and washing machines due to disaster. However, damage to various vehicles such as bicycles, electric bikes, and cars is not covered under this insurance policy.

Furthermore, claims reporting is to be handled uniformly by village or community staff by calling the national unified reporting hotline 95518 and following the voice prompts. If affected individuals are not included in the village-level unified survey due to special reasons, they can also call 95518 to report the claim themselves.
