Beijing to Launch AI and Transportation Action Plan to Expand Autonomous Freight and Other Applications

From July 6th to 8th, Beijing hosted a specialized seminar on comprehensive traffic management. Over 80 participants, including representatives from district traffic departments, key streets and townships, and relevant municipal bureau offices, gathered to discuss the capital's traffic governance strategies.

It was revealed that in the second half of this year, Beijing plans to release the "Beijing Artificial Intelligence + Transportation Action Plan." This initiative aims to expand the application of urban transportation scenarios such as intelligent inspection, autonomous freight transportation, and on-demand bus services.

During the latter part of the year, the city's transportation authorities will focus on enhancing efficiency, improving outcomes, and increasing benefits. The goal is to accelerate the development of a comprehensive, multi-dimensional external transportation network and an integrated intra-city transportation system. This effort is intended to create a capital lifeline characterized by efficient passenger movement, smooth goods flow, and safe, accessible travel.

Specifically, to advance the key task of improving commuting convenience within the capital metropolitan area, efforts will continue to strengthen physical connectivity and upgrade soft connectivity. This includes expediting the construction of major roads such as Liangmahe North Road, the New China International Exhibition Center link line, and Anli Road. These projects aim to enhance rapid connections between the central urban area and key functional zones, upgrade the expressway network and comprehensive passenger hubs, implement road health projects in the central urban area, and improve the overall urban landscape of the capital.

Further improvements to transportation service levels are also planned. For rail transit, the city will promote the completion and operation of the Beijing-Xiong'an Express Line and Metro Line 22. It will also open exits like B2 at Wangjing South Station on Line 14 and improve connectivity between rail stations and surrounding facilities.

Regarding bus services, following the principles of strengthening transfers and filling service gaps, the city will launch or adjust 30 bus routes outside the Fourth Ring Road. It will add over 20 new "short, frequent, and fast" routes and increase the proportion of bus stops within 50 meters of rail stations to 93%.

For non-motorized transportation, Beijing will establish seven demonstration streets for slow traffic, optimize the pedestrian and cycling environment at four key road sections, and renovate or expand 100 kilometers of sidewalks to continuously enhance the quality of slow-moving traffic.

The city also aims to elevate the level of精细化 traffic governance. Beijing will continue to optimize traffic in key areas like Tiananmen Square, complete the remaining improvements to spaces under bridges, tackle 30 annual congestion-relief projects, and clear 71 "dead-end" roads. Additionally, it plans to supply 30,000 new motor vehicle parking facilities, standardize parking order on 130 roads, and manage non-motorized vehicle parking at 160 key locations.

To strengthen智慧 empowerment, the municipality plans to release the aforementioned Action Plan. This involves developing industry-specific large language models and intelligent agents, and expanding applications in urban transportation scenarios like intelligent inspection, autonomous freight, and on-demand buses.

Simultaneously, traffic law enforcement will be intensified, with focused crackdowns in key areas. The city will continue to strengthen治理 of road spillage, improve全链条治理 mechanisms, enhance bidirectional control at sources and on road surfaces, and establish a strict,常态长效治理 framework.
