"The Plan Outline places the development of resource-based industries in a crucial position for constructing a modern industrial system. This reflects a profound understanding of the province's unique conditions and serves to solidify the foundation for a modern industrial system," stated Wang Lin, Associate Researcher at the Yunnan Provincial Academy of Macroeconomic Research. He believes that during the 15th Five-Year Plan period, Yunnan should leverage its multiple advantages in green energy and mineral resources, with a core focus on extending, supplementing, and strengthening industrial chains. This will drive resource-based industries to ascend to the high end of the value chain and continuously consolidate and enhance their position within the national industrial and supply chains.

**Focusing on Key Sectors to Enhance Modernization of Resource-Based Industries**

Resource-based industries form the bedrock and asset base of Yunnan. Their capacity leap is key to achieving high-quality development. The Plan Outline focuses on enhancing the modernization level of these industries, identifying four main sectors for focused development: green aluminum, silicon photovoltaics, phosphorus chemical industry, and non-ferrous and rare precious metals. It also provides comprehensive arrangements for optimizing industrial layout, adjusting structure, and extending, supplementing, and strengthening industrial chains.

"The core of strengthening, optimizing, and expanding resource-based industries lies in propelling them from mere raw material supply towards the high end of the value chain," analyzed Xiong Yunbiao, Dean of the School of Economics and Management at Yunnan Minzu University. He pointed out that the Plan Outline, through dedicated sections, precisely targets these four key industrial sectors. It establishes a top-level strategy of "exchanging resources for industry, market, and technology," providing a reliable guarantee for transforming resource advantages into economic advantages.

According to the Plan Outline and related arrangements, during the 15th Five-Year Plan period, Yunnan will prioritize the following tasks: * In the green aluminum sector, it will promote 100% local conversion of molten aluminum and 100% deep processing of aluminum products. It will foster the integrated development and high-value utilization of recycled aluminum and aluminum processing, accelerate the expansion of green aluminum into end-product areas, and strive to build a "Green Aluminum Valley." * In the silicon photovoltaic sector, it will fully unleash advanced production capacity, promote upgrades in crystalline silicon technology, foster the integrated development of photovoltaic power generation and manufacturing, and accelerate the "going global" of photovoltaic products. * In the phosphorus chemical sector, leveraging the largest single phosphorus-rich deposit in Asia located in Zhenxiong, Zhaotong, it will optimize and adjust the structure of phosphorus products, advance the high-standard construction of phosphorus-based new material industrial clusters, and strive to establish a national advanced manufacturing cluster for green phosphorus chemicals. * Furthermore, the province will deepen the implementation of a new round of strategic actions for mineral exploration breakthroughs, develop new materials such as copper-based, tin-based, and titanium-based materials, and extend and expand the rare precious metals industrial chain, injecting strong momentum into resource-based industries.

**Building National Strategic Industrial Bases Based on Provincial Characteristics**

Establishing resource-based industrial bases with national influence is an inherent requirement for strengthening, optimizing, and expanding these industries. Wang Lin believes that the Plan Outline and related arrangements, based on the province's resource endowments and industrial foundation, propose grand goals such as building a "Green Aluminum Valley," a "Photovoltaic Capital," a "National Advanced Manufacturing Cluster for Green Phosphorus Chemicals," and a "National Strategic Non-ferrous Metal Industrial Base." These emphasize not only the "scale" but also the "strength" in terms of capacity and quality.

In recent years, Yunnan has fully leveraged its comparative advantages, achieving significant results in developing its resource economy. To date, the province's operating capacity for electrolytic aluminum ranks 2nd nationally, with the output value of the green aluminum industrial chain exceeding 200 billion yuan. Monocrystalline and polycrystalline silicon production capacities rank 3rd and 4th nationally, respectively, with the world's largest single high-purity polysilicon project completed. The discovery of Asia's largest single phosphorus-rich deposit in Zhenxiong, Zhaotong, is estimated to hold over 13.2 billion tons of resources. The output of ten non-ferrous metals accounts for 11.4% of the national total, and the central Yunnan rare precious metals cluster has become the only national-level advanced manufacturing cluster in the industry.

"Yunnan's current round of growth in the resource economy represents one of the most profound and successful economic transformations in recent years," stated Xiong Yunbiao. He explained that the core of this progress lies in a fundamental shift in the development logic: a qualitative change in industrial capacity, moving from selling raw materials to manufacturing materials, thereby retaining more value chain segments within the province through deep processing; a restructuring of development drivers, transitioning from traditional resource competition to a sustainable green competition model, achieving optimal synergy between green energy and mineral resources; and a reshaping of the national landscape, with Yunnan rising from a past "supporting role" to a "strategic focal point," becoming a core area for undertaking industrial transfer from eastern regions and a national hub for critical material supply.

**Deepening Reform and Tackling Challenges to Stimulate Endogenous Momentum for Resource Economic Development**

Promoting high-quality development in resource-based industries requires both strong policies and effective mechanisms. The Plan Outline deploys a series of key measures focusing on extending, supplementing, and strengthening industrial chains, empowering through technology, and ensuring factor supply, reflecting a clear orientation towards concentrated efforts for breakthroughs.

The Plan Outline specifies utilizing the province's mechanism for tackling and achieving breakthroughs in major leading industrial projects. This will drive the optimization of layout, structural adjustment, and chain extension, supplementation, and strengthening in resource-based industries like green aluminum, phosphorus chemicals, and non-ferrous and rare precious metals. It will promote quality and upgrade improvements in silicon photovoltaics, consolidating and enhancing the position of advantageous resource-based industries within the national industrial and supply chains. Industry insiders note that this not only reinforces existing industrial chains but also aims to seize future competitive high ground. By focusing on coordination, service, and supervision, the pace will be accelerated to extend resource-based industries into deep processing and end-product manufacturing.

Industry drives development, and development fosters leaps. The Plan Outline specifies implementing actions for the transformation, upgrading, and high-quality development of traditional resource-based industries. It will promote equipment renewal and technological transformation, improve the level of deep product processing and comprehensive resource utilization efficiency, and enhance industrial added value and brand value. Simultaneously, it will strengthen the recovery of associated resources and utilization of recycled resources, promoting transformation and upgrading in mining, metallurgy, chemicals, building materials, light industry, and other fields.

Xiong Yunbiao suggested that during the 15th Five-Year Plan period, Yunnan should implement precise policies around key industries: * The green aluminum industry should vigorously develop end products like aluminum sheet, strip, foil, and automotive lightweight components, constructing a closed-loop system for aluminum resources. * The silicon photovoltaic industry should establish industrial development funds, encourage enterprises to participate in overseas photovoltaic project development, and support integrated innovation in photovoltaic manufacturing and energy storage. * The phosphorus chemical industry should adopt a "superior resources + leading enterprise" model to vertically integrate the industrial chain, extending into electronic chemicals and functional fine chemicals. * The rare precious metals industry should focus on key new materials like indium tin oxide (ITO) targets and indium phosphide, attracting upstream and downstream enterprises to cluster, and continuously consolidating and enhancing the national cluster's industry influence and irreplaceability.

Wang Lin believes that by anchoring the direction of modernizing resource-based industries, persistently relying on technology to develop deep processing, continuously accumulating industrial strength, and stimulating development vitality, Yunnan will surely transform the "construction blueprint" of the Plan Outline for strengthening, optimizing, and expanding resource-based industries into the "realized landscape" of high-quality development in the resource economy.
