During the 14th Five-Year Plan period (2021-2025), Haidian achieved historic milestones, becoming the first district-level region in China to surpass the one-trillion-yuan GDP threshold. With an average annual growth rate of 6.4%, the district's GDP reached 1.37 trillion yuan in 2025, accounting for 26.3% of Beijing's total economic output while leading the nation in artificial intelligence industry development.
Looking toward 2030, the district aims to double its GDP from the 2020 baseline, laying the groundwork for ascending to the next trillion-yuan tier. The strategy centers on seven priority areas, underpinned by a closed-loop implementation system featuring ten major pillar projects and ten key construction scenarios, with 100 major projects rolling out annually under the "dual-ten, dual-heavy" framework.
The first priority focuses on serving the capital's core functions. Haidian, as a concentrated carrier of Beijing's "four centers" positioning, plans to establish a comprehensive support service system by 2030 that aligns with the new development paradigm. The district is advancing the Three Hills and Five Gardens area as a key functional zone, facilitating collaborative development among central government entities, military units, and universities, while also hosting the 2026 ZGC Forum and establishing international innovation service clusters with emerging accelerators from Singapore and the UAE.
On the innovation frontier, the district aims to achieve global leadership in strategically contested fields by 2030, positioning itself as a world-class original innovation source. The district has established the National Natural Science Foundation results transformation center, expanded its joint fund to 20 enterprises with a total scale of 155 million yuan, and held its inaugural Singularity Science Conference. Through the "five-party, six-force" coordination mechanism, eight university working groups have been formed, with 1,010 projects catalogued and 247 successfully implemented.
Economic development remains the third pillar, targeting an average annual growth rate of 5.5% and the creation of 3-5 new trillion-yuan industrial clusters. The district's "1+X+1" modern industrial system continues to evolve, with its AI ecosystem at the apex—140 large language models now account for 60% of the capital's total. Strategic investments span AI chip validation platforms, pharmaceutical innovation accelerators, satellite town development, and expanded positioning in embodied intelligence and quantum technology sectors.
Cultural influence represents the fourth focus, with the district positioning itself as a leading cultural powerhouse by 2030. Recent initiatives include completing the ZGC Innovation Road exhibition, hosting the Fragrant Hills Tourism Summit and Spring Festival technology fairs, and achieving 515 million yuan in sales across key commercial districts during the May Day holiday, marking 6.49% year-on-year growth.
Urban quality improvement constitutes the fifth priority, targeting a modern people's city that is innovative, livable, beautiful, resilient, civilized, and intelligent by 2030. The district is advancing its urban renewal demonstration in the Zhongguancun area, fostering integrated campus-park-community development zones around leading universities including Tsinghua, Peking University, Beihang, and Beijing Film Academy, and establishing an ESG innovation service station for green transformation.
The sixth priority addresses people's wellbeing, with districts-wide improvements in employment, healthcare, education, and eldercare services. Current achievements include 81.23% coverage of inclusive childcare, district-wide implementation of smart education agents, and full community coverage of registered elderly meal service points, supported by youth housing policies and 26 educational tourism activities under the "Haidian University" brand.
Efficient governance completes the seven priorities, targeting a comprehensive "party-led, multi-stakeholder co-governance" framework by 2030. The district has deepened services for new economic organizations, connected 10,000 party members with 12,000 small and medium enterprises, and activated 24 "warm apartment" demonstration sites for new employment groups, while maintaining successful flood prevention protocols.
Asked about implementing the "dual-ten, dual-heavy" framework, Mayor Xu emphasized that planning's vitality lies in execution. The ten pillar projects focus on long-term foundations, including the emerging industry agglomeration project targeting five strategic emerging industries and three future industries—IC BAY for AI-driven computing, an international medical valley for the biopharmaceutical chain, Beijing Satellite Town for commercial aerospace, a super software park for industrial software, and coordinated clusters for high-end scientific instruments, embodied intelligence, quantum technology, and brain-computer interfaces in areas such as Dongsheng, Xisanqi, and Sijiqing.
The ten construction scenarios demonstrate replicable models for integrated development. Six "ring" projects around major universities serve as pilot zones: the Tsinghua-Peking University-ZGC ring creates a world-class AI innovation street; the Beihang ring adds 83,500 square meters of benchmark space through urban renewal; the Beijing Film Academy ring activates 190,000 square meters for cultural heritage and consumption upgrades; the Beijing Sport University ring builds an age-friendly sports and wellness ecology; the ZGC College ring connects talent-research-industry-service chains; and the BUPT ring pioneers a collaborative innovation pathway combining mechanisms, space, scenarios, and industry-city integration.
To ensure implementation, the district has established a "1+4" working mechanism led by party and government leadership, incorporating specialized coordination groups, thematic task forces, expert advisory panels, and supervision units. This structure enables extensive participation from People's Congress representatives, CPPCC members, and domain experts, ensuring every project under the framework delivers tangible results year after year as the district transforms its planning blueprint into concrete achievements.
