The Outline for the 15th Five-Year Plan for National Economic and Social Development of Henan Province was released on May 25th. The plan emphasizes the implementation of a Future Industry Launch Project. It aims to target key areas expected to lead future development, strengthen the layout of foundational, forward-looking, and disruptive technologies, and enhance the identification and dynamic adjustment of future industries. The plan proposes establishing mechanisms to increase investment in and share risks associated with these future industries, with the goal of forming a development path from "technological breakthrough—to achievement transformation—to large-scale industrialization."

Focus will be placed on fields such as embodied intelligence, hydrogen energy and new energy storage, biomanufacturing, quantum technology, next-generation information networks, and frontier new materials. The emphasis will be on the transformation of future technologies and cross-industry integration, promoting the demonstration and adoption of new products and technologies, and facilitating the practical application of these technologies in key sectors. The plan also calls for accelerating the construction of industrial bases, including the Central Plains Quantum Valley and satellite industrial parks. Furthermore, it outlines active development in frontier areas such as advanced nuclear energy, brain-like intelligence (brain-inspired computing), and aerospace information.
